This assessment was carried out by overlaying climate hazard maps, sensitivity maps, and adaptive capacity maps following the vulnerability assessment framework of the United Nations’ Inter-governmental Panel on Climate Change (IPCC). The study used data on the spatial distribution of various climate-related hazards in 530 sub-national areas of Indonesia, Thailand, Vietnam, Lao PDR, Cambodia, Malaysia, and the Philippines. Based on this mapping assessment, all the regions of the Philippines; the Mekong River Delta in Vietnam; almost all the regions of Cambodia; North and East Lao PDR; the Bangkok region of Thailand; and West Sumatra, South Sumatra, West Java, and East Java of Indonesia are among the most vulnerable regions in Southeast Asia.

Based on this mapping assessment, all the regions of the Philippines; the Mekong River Delta in Vietnam; almost all the regions of Cambodia; North and East Lao PDR; the Bangkok region of Thailand; and West Sumatra, South Sumatra, West Java, and East Java of Indonesia have been found to be among the most vulnerable regions in Southeast Asia. The drivers of vulnerability vary across and within countries. The high level of vulnerability of Indonesia's urban hotspots, for instance, is due largely to their high population density (sensitivity). In the Philippines and Vietnam, vulnerability is mainly due to high exposure to climate hazards. Within these countries, the vulnerability of some provinces is, however, more attributable to low adaptive capacity. In Cambodia and Lao PDR, low adaptive capacity is the main reason for their high level of vulnerability. What these findings show is that policy actions need to be tailored to specific local drivers of vulnerability conditions.

Book excerpt: This book highlights the current issues, challenges, and priorities for climate change adaptation in the ten member states of the Association of Southeast Asian Nations (ASEAN). The status of each country was prepared by a consortium of researchers in consultation with National Focal Points of the ASEAN Working Group on Climate Change (AWGCC). National documents on adaptation actions, including local scenario and priorities, were reviewed where available and supplemented with an assessment of scientific publications to identify vulnerable ecosystems and regions. Adaptation needs and priorities were determined through stakeholder consultation in the respective countries. This allows for local-level perspectives to be captured and brought to the attention of policy and decision-makers at the national and regional levels. An important lesson from this exercise is that universities and research institutions at the national level have a critical role to play in bridging the gap between science and policy in climate change adaptation. These institutions also have the capacity to continuously facilitate transfer of the best available science for advancing climate change adaptation at the local level.

This paper provides an overview of the region’s vulnerabilities, national committments to mitigate emissions, and national policies to adapt to a changing climate. The paper also discusses policy measures that may be needed to make further progress on both mitigation and adapatation. Our analysis suggests that while substantial progress is being made, there remains scope to adopt a more cohesive strategy to achieve the region’s goals—including by improving the monitoring and tracking of adaptation spending, and by laying the groundwork to equitably increase the effective price of carbon while protecting low-income and vulnerable households in the region.
