Book excerpt: To understand China’s climate change policy is not easy, as the country itself is a paradox actor in global climate political economy: it used to take very suspicious stand on the scientific certainty of climate change, but recently it has become a signatory and firm supporter of the Kyoto Protocol; it stubbornly refuses to accept any emission cutting obligations, but has gradually taken the lead in developing renewable energies and carbon trading business; it accuses western countries of their hypocrisy and irresponsibility, but ironically maintains close cooperation with them on low-carbon projects; it fears climate mitigation commitments may hamper the economic growth, but meanwhile spends most lavishly on the research and development of clean energy and other green technologies. This book, unlike other researches which explain China’s climate policy from pure economics or politics/foreign policy perspectives, provides a panoramic view over China’s climate-related regulations, laws and policies as well as various government and non-government actors involved in the climate politics. Through analyzing the political and socioeconomic factors that influence the world’s largest carbon emitter’s participation into the global collective actions against climate change, the book argues that as a vast continental state with a mix of authoritarian politics and a quasi-liberalised market economy, China’s climate policy process is fragmented and self-defensive, seemingly having little room for significant compromises or changes; yet in response to the mounting international pressures and energy security concerns and attracted by lucrative carbon businesses and clean energy market, the regime shows some sort of better-than-expected flexibility and shrewdness in coping with the newly-emerged challenges. Its future climate actions, whether effective or not, are vital not only for the success of the global mitigation effort, but for China’s own economic restructure and sustainable development. The book is a unique research monograph on the evolving domestic and foreign policies taken by the Chinese government to tackle climate change challenges. It concludes that instead of being motivated by concern about its vulnerability to climate change, Chinese climate-related policies have been mainly driven by its intensive attention to energy security, business opportunities lying in emerging green industries and image consideration in the global climate politics.

Book excerpt: The extraordinary growth of greenhouse gas emissions in China represents the single greatest challenge to global climate change efforts in coming decades. China is the world's leading emitter of greenhouse gases, having surpassed the United States in 2006. China's greenhouse gas emissions accounted for nearly a third (29 percent) of the global total in 2011, slightly more than emissions of the United States and the European Union combined (27 percent). This state of affairs is the result of more than three decades of energy-intensive, coal-fired economic growth, wherein China's GDP grew by an average of 10 percent a year. This chapter offers an overview of China's developing climate change response by examining the framework on the books and significant implementation challenges in practice. First, it offers background on China's contribution to global climate change and its positions in international climate negotiations. Second, it describes China's formal framework of climate change-related laws and policies. This body of authorities has expanded significantly since the beginning of China's 11th five-year plan in 2006. This part also describes the preliminary results as reported by official and third party sources. Finally, this chapter concludes by discussing several dynamics that will influence the efficacy of China's climate change efforts in practice. These include the evolution of various co-benefits (i.e., economic growth, pollution reduction, social stability, and enhancement of international reputation) and their impact on China's cost-benefit calculation for climate change action; the extent to which implementation problems can be resolved; and whether China's still developing interior regions continue to be the locus of carbon outsourcing (from wealthier coastal regions of China) or instead shift toward a low-carbon growth path.

This thorough analysis, based on an examination of climate status, legal background, and current regulatory systems in China, examines the potential role of different policy instruments in reducing carbon emissions in order to find an appropriate choice for China, and recommends approaches to key issues for relevant authorities. The author conducts a comprehensive and in-depth study on the three mainstream environmental policy instruments used to control carbon emissions – the cap-and-trade system, the carbon tax, and command-and- control regulations – in a Chinese context. She reviews China's current policies, and elucidates how the issues of climate change and global warming call for social, environmental, economic, and legal reforms in China, especially in the areas of administrative law and property rights law. This study provides not only a useful benchmark for both China and other countries in formulating initiatives on enhancing climate protection, but also details the global implications for governments and for international organizations concerned with the understanding between China and the rest of the world in the context of climate change mitigation.
