Book excerpt: This paper analyzes the effects of climate change on hydrology and water resources in the Limpopo River Basin of Southern Africa, using a semidistributed hydrological model and the Water Simulation Module of the International Model for Policy Analysis of Agricultural Commodities and Trade (IMPACT). The analysis focuses on the effects of climate change on hydrology and irrigation in parts of the four riparian countries within the basin: Botswana, Mozambique, South Africa, and Zimbabwe. Results show that water resources of the Limpopo River Basin are already stressed under today's climate conditions. Projected water management and infrastructure changes are expected to improve the situation by 2030 if current climate conditions continue into the future. However, under the four climate change scenarios studied here, water supply situations are expected to worsen considerably by 2030. Assessing hydrological impacts of climate change is crucial given that expansion of irrigated areas has been postulated as a key adaptation strategy for Sub-Saharan Africa. Such expansion will need to take into account future changes in water availability in African river basins.

Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

Book excerpt: This paper summarizes the methods and findings of the hydrological assessment component of the project studying likely impacts of climate change on water resources and agriculture in Africa. The first phase of the study used a version of a conceptual rainfall-runoff model called WatBal (Water Balance) applied to gridded data to simulate changes in soil moisture and runoff across the whole continent of Africa rather than to any particular catchment or water resource system. The model inputs were the climate variables of the 1961-90 climatology and physiological parameters (such as soil properties and land use) derived from global datasets for each of the 0.5 degree latitude/longitude cells across the continent. The primary model output comprised a time series (monthly time step) of simulated runoff for all the grid cells for each of the districts in the countries of interest. The second phase of the study extended the hydrology analyses to update the above hydroclimatic series to the year 2000 using updated input data. To ascertain the possible impacts of climate change within the districts being investigated this study used synthetic or GCM-based climate change scenarios as input to the WatBal model. The WatBal model was used to determine the impact of these different scenarios on runoff and actual evaporation and hence flow in the districts under study. The generated hydroclimatic series and scenario analyses were used as inputs into various Ricardian regressions in other analyses measuring likely impacts of climate change on the agricultural economies of Africa.

Book excerpt: This paper uses farmers' responses to exogenous weather shocks in South Africa's Limpopo River Basin to gauge how farmers are apt to respond to future climate change-induced shocks, in particular drought. Droughts are expected to increase in both frequency and intensity as a result of climate change. This study examines the costs of drought today and who it affects the most, in an effort to guide policy adaptations in the future. A combination of descriptive statistics and econometric analysis is used to approximate the potential impact of droughts on rural South African households. This paper also estimates household vulnerability. After controlling for household heterogeneity using propensity score matching, it is noted that there is no statistically significant impact of droughts on income, thus suggesting households have already adapted to living in a drought-prone environment. The types of households that were more vulnerable to climate shocks are analyzed using two measures of vulnerability: the probability of falling below income of 7,800 South African Rand (R), and the probability of income falling below 16,000 R. Residents of the Limpopo province were the least vulnerable under both metrics. Setswana and SeSwati households were more vulnerable than other ethnic groups. Households that do not own livestock and households that rely on rainfed agriculture were also more vulnerable than other households.

Book excerpt: Climate change is expected to have serious environmental, economic, and social impacts on South Africa. In particular, rural farmers, whose livelihoods depend on the use of natural resources, are likely to bear the brunt of adverse impacts. The extent to which these impacts are felt depends in large part on the extent of adaptation in response to climate change. This research uses a "bottom-up" approach, which seeks to gain insights from the farmers themselves based on a farm household survey. Farm-level data were collected from 794 households in the Limpopo River Basin of South Africa for the farming season 2004-2005. The study examines how farmer perceptions correspond with climate data recorded at meteorological stations in the Limpopo River Basin and analyzes farmers' adaptation responses to climate change and variability. A Heckman probit model and a multinomial logit (MNL) model are used to examine the determinants of adaptation to climate change and variability. The statistical analysis of the climate data shows that temperature has increased over the years. Rainfall is characterized by large interannual variability, with the previous three years being very dry. Indeed, the analysis shows that farmers' perceptions of climate change are in line with the climatic data records. However, only approximately half of the farmers have adjusted their farming practices to account for the impacts of climate change. Lack of access to credit was cited by respondents as the main factor inhibiting adaptation. The results of the multinomial logit and Heckman probit models highlighted that household size, farming experience, wealth, access to credit, access to water, tenure rights, off-farm activities, and access to extension are the main factors that enhance adaptive capacity. Thus, the government should design policies aimed at improving these factors.

The Basin is of critical socio-economic importance to the 14 million peopledistributed across the four riparian states of Botswana, Mozambique, South Africa and Zimbabwe.Urban centers, mostly in Botswana and South Africa, are major water users supplying industries, power stations and municipalities. Water is also used in rural areas for domestic, livestock watering and irrigation purposes. While irrigated agricultural activities are largely concentrated in South Africa and Zimbabwe, the majority of rural populations engage in rain-fed agriculture, which does not guarantee secure livelihoods. This is due, in large part, to the region’s semi-arid climate where only two out of every five agricultural seasons produce reasonable crop yields. These climatic conditions emphasize the need for effective management of transboundary water resources and effective governance structures, delivery and control mechanisms. Appropriate institutional frameworks and governance structures have a pivotal role in defining the socio-economic situation of the people in the Basin.

These new changes have resulted in a slight increase in water resources. The objective of this study is therefore to assess the climate change impacts on water resources in the Gambia River. The methodology is based on the calculation of normalized indices (rainfall and flow) and the application of the Maillet model. The results show that just as rainfall increased on both sides of 1994 at the K√©dougou (16.1%) and Tambacounda (13.3%) stations, flows in the Gambia basin rose which can sometimes exceed 50% at certain stations (34.7% in Simenti and so on). In addition, the depletion coefficients, on both sides of 1994, vary between 0.051 and 0.044 at the Mako station (a decrease of ,àí15.1%) and between 0.057 and 0.045 at Simenti (a decrease of ,àí21.3%). These coefficients highlight an increase in the duration of drying up and an increase in the volumes of water mobilized by the aquifers that go from 3035 to 6531 m3 in Mako (an increase of 115%) and from 3017 to 4581 m3 in Simenti (an increase of 17%).
