Book excerpt: Agriculture in the United States produces approximately $300 billion a year in commodities with livestock accounting for roughly half the value. Production of these commodities is vulnerable to climate change through the direct (i.e., abiotic) effects of changing climate conditions on crop and livestock development and yield (e.g., changes in temperature or precipitation), as well as through the indirect (i.e., biotic) effects arising from changes in the severity of pest pressures, availability of pollination services, and performance of other ecosystem services that affect agricultural productivity. Thus, U.S. agriculture exists as a complex web of interactions between agricultural productivity, ecosystem services, and climate change. Climate change poses unprecedented challenges to U.S. agriculture because of the sensitivity of agricultural productivity and costs to changing climate conditions. Adaptive action offers the potential to manage the effects of climate change by altering patterns of agricultural activity to capitalize on emerging opportunities while minimizing the costs associated with negative effects. The aggregate effects of climate change will ultimately depend on a complex web of adaptive responses to local climate stressors. These adaptive responses may range from farmers adjusting planting patterns and soil management practices in response to more variable weather patterns, to seed producers investing in the development of drought-tolerant varieties, to increased demand for Federal risk management programs, to adjustments in international trade as nations respond to food security concerns. Potential adaptive behavior can occur at multiple levels in a highly diverse international agricultural system including production, consumption, education, research, services, and governance. Understanding the complexity of such interactions is critical for developing effective adaptive strategies.

Previous studies suggest that climate change has a negative impact on economic growth and production patterns, and in particular it significantly alters yields and commodity prices. This paper investigates the impacts of climate change on agricultural trade using detailed estimates of temperature and precipitation for 67 countries from 1962 to 2014. This study controls for national income, comparative advantage in land, technology and productivity, climatic zone differences, estimates of agricultural nominal rates of assistance, and trade membership. Utilizing Prais-Winsten Panel Corrected regressions, the study produces aggregate and sectoral estimates at the global, regional, and income level. Findings suggest that climate change, over the period considered, has a significant impact on agricultural exports at all levels. Rising temperature significantly reduces agricultural exports from Asia and Africa, while it benefits Australia-New Zealand. Exports of grains, oil seeds, livestock, and dairy and eggs, are found significantly vulnerable to temperature changes. Developing economies show a larger reduction in agricultural exports due to increases in temperature. The findings provide a detailed evidence of how agricultural export patterns are vulnerable to variations in climatic conditions, and they could be used in further projections considering climate change as a determinant of agricultural production and trade.

Food systems are rapidly changing and are driven by income growth, (urban) population growth, shifts in dietary preferences, and agricultural productivity growth. Food systems are also under threat from disrupters like climate change and distorting policies (including trade wars). This paper makes two quantitative, forward-looking assessments for the future of food and agriculture in the LAC region. The first focuses on the long-term prospects - given projected pathways for the main drivers and under the threat of climate change. The second focuses on current vulnerability of LACs agri-food system to short-term disrupters with special reference to impacts of global trade wars and the prospects for reducing that vulnerability. The implications are not uniform across the countries in the region, but vary greatly depending on economic and demographic size, contribution of the agricultural sector to national GDP, natural resource endowments, ecological and climatic characteristics, level of sophistication of rural and agrarian institutions, available technology, farm-size distribution and tenure systems. Policy interventions to address the challenges will need to consider those differences in initial conditions. The foresight assessments are built on IFPRI’s core global model frameworks, IMPACT and MIRAGRODEP. They allow to capture the complexity of agri-food system development and the scenario analysis helps quantify the relative importance of the drivers and disruptors of food system change, which in turn should be of essential to policymakers in setting priorities for steering towards sustainable and stable food systems capable of meeting twenty-first century challenges.
