The authors discuss the origins of the U-2, its top-secret testing, its specially designed high-altitude cameras and complex life-support systems, and even the possible use of poison capsules by its pilots, if captured. Book excerpt: The publication of secret information by WikiLeaks and multiple media outlets, followed by news coverage of leaks involving high-profile national security operations, has heightened interest in the legal framework that governs security classification and declassification, access to classified information, agency procedures for preventing and responding to unauthorized disclosures, and penalties for improper disclosure. Classification authority generally rests with the executive branch, although Congress has enacted legislation regarding the protection of certain sensitive information. While the Supreme Court has stated that the President has inherent constitutional authority to control access to sensitive information relating to the national defense or to foreign affairs, no court has found that Congress is without authority to legislate in this area. This report provides an overview of the relationship between executive and legislative authority over national security information, and summarizes the current laws that form the legal framework protecting classified information, including current executive orders and some agency regulations pertaining to the handling of unauthorized disclosures of classified information by government officers and employees. The report also summarizes criminal laws that pertain specifically to the unauthorized disclosure of classified information, as well as civil and administrative penalties. Finally, the report describes some recent developments in executive branch security policies and legislation currently before Congress (S. 3454).

Book excerpt: In the fall of 2010, the Office of the U.S. Department of Energy's (DOE's) Secretary for Science asked for a National Research Council (NRC) committee to investigate the prospects for generating power using inertial confinement fusion (ICF) concepts, acknowledging that a key test of viability for this concept-ignition -could be demonstrated at the National Ignition Facility (NIF) at Lawrence Livermore National Laboratory (LLNL) in the relatively near term. The committee was asked to provide an unclassified report. However, DOE indicated that to fully assess this topic, the committee's deliberations would have to be informed by the results of some classified experiments and information, particularly in the area of ICF targets and nonproliferation. Thus, the Panel on the Assessment of Inertial Confinement Fusion Targets ("the panel") was assembled, composed of experts able to access the needed information. The panel was charged with advising the Committee on the Prospects for Inertial Confinement Fusion Energy Systems on these issues, both by internal discussion and by this unclassified report. A Panel on Fusion Target Physics ("the panel") will serve as a technical resource to the Committee on Inertial Confinement Energy Systems ("the Committee") and will prepare a report that describes the R&D challenges to providing suitable targets, on the basis of parameters established and provided to the Panel by the Committee. The Panel on Fusion Target Physics will prepare a report that will assess the current performance of fusion targets associated with various ICF concepts in order to understand: 1. The spectrum output; 2. The illumination geometry; 3. The high-gain geometry; and 4. The robustness of the target design. The panel addressed the potential impacts of the use and development of current concepts for Inertial Fusion Energy on the proliferation of nuclear weapons information and technology, as appropriate. The Panel examined technology options, but does not provide recommendations specific to any currently operating or proposed ICF facility.

In late 1993, after being pressured by UFOlogists for the release of information on UFOs, the CIA ordered a review of all Agency files. Using CIA records compiled from that review in 1994, this study traces CIA interest and involvement in the UFO controversy from the late 1940s to 1990. It chronologically examines the Agency's efforts to solve the mystery of UFOs, its programs that had an impact on UFO sightings, and its attempts to conceal CIA involvement in the entire UFO issue. What emerges from this examination is that, while Agency concern over UFOs was substantial until the early 1950s, CIA has since paid only limited and peripheral attention to the phenomena.
