Although policy talk has sounded a millennial tone, the actual reforms have been gradual and incremental. Tinkering toward Utopia documents the dynamic tension between Americans' faith in education as a panacea and the moderate pace of change in educational practices. In this book, David Tyack and Larry Cuban explore some basic questions about the nature of educational reform. Why have Americans come to believe that schooling has regressed? Have educational reforms occurred in cycles, and if so, why? Why has it been so difficult to change the basic institutional patterns of schooling? What actually happened when reformers tried to reinvent schooling? Tyack and Cuban argue that the ahistorical nature of most current reform proposals magnifies defects and understates the difficulty of changing the system. Policy talk has alternated between lamentation and overconfidence. The authors suggest that reformers today need to focus on ways to help teachers improve instruction from the inside out instead of decreeing change by remote control, and that reformers must also keep in mind the democratic purposes that guide public education.

The work is part of utopian studies and complements its discourse with a less marked path of philosophy and theory of education. Moreover, in the context of pedagogy and education, it takes up a number of issues whose significance goes beyond the conventional framework of a single discipline: utopia, ideology, social criticism, fundamentalism, democracy, populism, translation, transdisciplinarity and knowledge transfer, socialisation, school as one of the social institutions, etc. The work not only reconstructs knowledge about specific phenomena relevant to education and pedagogy but also proposes an original solution to educational problems in the form of the concept of asylum pedagogy. First published in Latin in 1516, Utopia gave its name to the whole genre of books and movements hypothesizing an ideal society. More envisioned a patriarchal island kingdom that practiced religious tolerance, in which everybody worked, no one has more than his fellows, all goods were community-owned, and violence, bloodshed, and vice nonexistent. Based to some extent on the writings of Plato and other earlier authors, Utopia nevertheless contained much that was original with More. In the nearly 500 years since the book's publication, there have been many attempts at establishing "Utopias" both in theory and in practice. All of them, however, seem to embody ideas already present in More's classic treatise: optimistic faith in human nature, emphasis on the environment and proper education, nostalgia for a lost innocence, and other positive elements.

The book focuses on the tension between the State and utopia (the State as utopia vs. utopia instead of a state). The contributors also study the question of whether seafaring and landlocked states visualize the commonwealth differently and develop different utopias, and it is concluded they do not. The volume therefore follows the refutation of the Schumpeterian Hypothesis that more concentrated industries stimulate innovation. Though the hypothesis is refuted it still remains important, the chapters argue, because it charts out an entire research program, serves as a benchmark of definite public and private sector boundaries, and defines the grammar of discourse for constitutional economic policy in OECD states. These themes are explored in detail through contributions by economists, philosophers, and social historians. The contributors examine utopias hitherto never or rarely reviewed in the English language, making this book of interest to students and scholars in economics, political science and the history of economic thought.
