The concept and use of suzhi – a term that denotes the idea of cultivating a ‘quality’ citizenship – is central to this programme of rejuvenation, and is enjoying a revival. This book therefore offers an accessible and comprehensive analysis of suzhi, investigating the underlying cultural, philosophical and psychological foundations that propel the suzhi discourse. Using a new method to analyse Chinese governance – one that is both historical and discursive in approach – the book demonstrates how suzhi has been made into a political resource by the Chinese Communist Party-State, journeying from Confucianism to socialism. Ultimately, it asks the question: if we cannot rely on Western models of governance to explain how China is governed, what method of analysis can we use? Making use of over 200 Chinese-language primary sources, the book highlights the link between suzhi and similar discourses in post-Mao China, including those centring on notions of ‘civilisation’, ‘harmonious society’ and the 'China dream'. Their most precise instrument of ideological transformation was a massive program of linguistic engineering. They taught everyone a new political vocabulary, gave old words new meanings, converted traditional terms to revolutionary purposes, suppressed words that expressed "incorrect" thought, and required the whole population to recite slogans, stock phrases, and scripts that gave "correct" linguistic form to "correct" thought. They assumed that constant repetition would cause the revolutionary formulae to penetrate people's minds, engendering revolutionary beliefs and values. In an introductory chapter, Dr. Ji assesses the potential of linguistic engineering by examining research on the relationship between language and thought. In subsequent chapters, she traces the origins of linguistic engineering in China, describes its development during the early years of communist rule, then explores in detail the unprecedented manipulation of language during the Cultural Revolution of 1966–1976. Along the way, she analyzes the forms of linguistic engineering associated with land reform, class struggle, personal relationships, the Great Leap Forward, Mao-worship, Red Guard activism, revolutionary violence, Public Criticism Meetings, the model revolutionary operas, and foreign language teaching. She also reinterprets Mao’s strategy during the early stages of the Cultural Revolution, showing how he manipulated exegetical principles and contexts of judgment to "frame" his alleged opponents. Book excerpt: This book argues that a major part of the Chinese government’s road map, formulated in 2017, to modernise China comprehensively by 2049 is the process of social disciplining. It contends that the Chinese state sees that modernisation and modernity encompass not only economic and political–administrative change but are also related to the organisation of society in general and the disciplining of this society and its individuals to create people with “modernised” minds and behaviour; and that, moreover, the Chinese state is aspiring to a modernity with “Chinese characteristics”. The question of modernising by disciplining was extensively dealt with in the twentieth century by leading Western social scientists including Max Weber, Norbert Elias and Michel Foucault, who argued that disciplining, extending from external coercion towards the internalisation of restraints, is indispensable for achieving social order and thereby for “civilisation” –but defined from a European perspective, in relation to developments in Europe. This book therefore not only discusses the Chinese experience of social disciplining, but also, by looking at a non-Western society, identifies universal tendencies of societal change and social disciplining and separates them from particular occurrences.

Although some social scientists and political philosophers have discussed civility, none has defined it as an analytical tool to systematically measure attitudes and behavior, and few have applied it to a non-Western society. By comparing the development of civility in mainland China and Taiwan, Civility and Its Development: The Experiences of China and Taiwan analyzes the social conditions needed for civility to become established in a society. Schak argues that the attempts to impose civility top-down from the state are ineffective. Civility appeared in Taiwan only after state efforts to impose it ceased at the end of the 1980s when Taiwan began to democratize, and the PRC government civility campaigns have so far had only limited success. The book concludes with an examination of various differences between Taiwan and the PRC relevant to Taiwan’s having become a society with civility while the PRC still encounters difficulties in doing so.
