The objectives were to determine the nature of Boko Haram insurgency on Nigeria’s security, examine the impact of the Boko Haram insurgency on the national security challenges confronting Nigeria, and determine the cost of tackling insurgency by the federal government of Nigeria. The resurgence of the Boko Haram attacks before, during and after the 2019 general elections showed that the Boko Haram insurgency has not been "technically defeated" as claimed by the federal government of Nigeria. As at May 31, 2019 when this work was concluded, the daily update from the Nigeria’s Security Tracker (NST) of the Council of Foreign Relations (CFR) showed that more than 200 Nigerian and Multinational Joint Taskforce (MJTF), comprising Nigeria, Chad, Niger and Cameroonian troops, Civilian Joint Taskforce (CJTF), insurgents and civilians were killed in just May, 2019 (May 10 – May 31, 2019). These deaths were possible through suicide missions, guerilla attacks, bombings, communities’ massacre, gun battles, ambush, sporadic shooting, kidnappings etc. From 2011 to 2018, Boko Haram insurgents carried out over 3,346 incidents (attacks). This research observed that trillions of naira has been spent in the fight against insurgency by the military as released by the federal government and donor agencies. Countries with strategic economic, political and social interests in Nigeria have also supported financially. However, lack of transparency and accountability on the part of the military, abuse of human rights and lack of transformative approach in tackling the Boko Haram insurgency have undermined the general support (especially morally) needed to ensure that Boko Haram insurgency does not pose any security threats to the sovereignty and territorial integrity of the Nigerian state.

Book excerpt: Since early 2017, military gains and improved security in parts of northeastern Nigeria have spurred a greater focus on conflict stabilization measures. This paper provides an overview of these local-level efforts and the theories of change that undergird them. It highlights initial lessons learned by donors and implementers, as well as persistent tensions between local-level program objectives and higher-level political and conflict dynamics. Most stabilization programs were designed with the assumption that the security situation in northeastern Nigeria would continue to improve, thereby facilitating the gradual return of displaced populations and local government. Yet in practice, Nigeria’s overstretched, under-resourced, and corruption-plagued military has struggled to consolidate its gains. Civilians in many parts of the northeast face ongoing threats from both insurgent attacks as well as counterterrorism operations. Rampant corruption and ineffective coordination have hampered the Nigerian government’s civilian response to the crisis, with various federal, state, and local elites benefiting from the continuation of the crisis. Moreover, while international partners stress the need for a regional response to the crisis, the region lacks an effective political infrastructure, and cooperation has been primarily externally driven. The Nigerian case thus exemplifies the difficulties of implementing effective local-level stabilization efforts while working with a host government that lacks political commitment, transparency, and coordination. While local-level programs have shown positive impacts in various areas, they have struggled to gain wider traction—particularly since donors are often working through or dependent on the government to operate.

Boko Haram’s goal of an Islamic Caliphate, starting in the Borno State in the North East that will eventually cover the areas of the former Kanem-Borno Empire, is a rejection of the modern state system forced on it by the West. The central theme of this volume examines the relationship between the failure of the state-building project in Nigeria and the outbreak and nature of insurgency. At the heart of the Boko Haram phenomenon is a country racked with cleavages, making it hard for Nigeria to cohere as a modern state. Part I introduces this theme and places the Boko Haram insurgency in a historical context. There are, however, multiple cleavages in Nigeria ̶ ethnic, regional, cultural, and religious ̶ and Part II examines the different state-society dynamics fuelling the conflict. Political grievances are common to every society; however, what gives Boko Haram the space to express such grievances through violence? Importantly, this volume demonstrates that the insurgency is, in fact, a reflection of the hollowness within Nigeria’s overall security. Part III looks at the responses to Boko Haram by Nigeria, neighbouring states, and external actors. For Western actors, Boko Haram is seen as part of the "global war on terror" and the fact that it has pledged allegiance to ISIS encourages this framing. However, as the chapters here discuss, this is an over-simplification of Boko Haram and the West needs to address the multiple dimension of Boko Haram. This book will be of much interest to students of terrorism and political violence, insurgencies, African politics, war and conflict studies, and IR in general.

'Boko Haram', and more recently, its splinter group 'Ansaru'. From its inception an inward-looking, almost parochial, movement, Boko Haram, and even more so Ansaru, have now showed clear signs of regionalization, expanding their operations across West Africa and forging links with al-Qaeda affiliated groups. Boko Haram's stated aim is to Islamize Africa's most populous country but, like earlier Nigerian Islamist groups, of which there is a long tradition in the Sahel, the discontent prompting young Nigerians and other young West African Muslims to join the insurgency is rooted in more than just religious orthodoxy and cannot be disentangled from their economic, social and political marginalization. In spite of talks about dialogue and amnesty for those prepared to renounce violence, the Federal Government's response has been a militarized one, resulting in the largest deployment of the Nigerian armed forces since the end of the Civil War. But what is the real magnitude of the threat? What can foreign partners do to support Abuja? How effective is the current government's strategy in tackling the insurgency? And, more importantly, are the root causes of the insurgency being addressed and the foundations for a durable peace being established?

Boko Haram was founded in 2002 by Mohammed Yusuf. Boko Haram's name means "Western Education is Evil" in the Hausa language spoken in Maiduguri, Northeastern Nigeria where the terrorist group has its headquarters. Since taking over the leadership of Boko Haram, Yusuf's successor Abubakar Shekua has extended its radicalism and terrorism beyond any violence Nigeria has witnessed since its civil war in 1967. It has attacked Christian churches, mosques motor parks, entertainment centers, soccer viewing centers, police posts, military barracks, and government offices. It has also attacked the heart of the capital city Abuja, Lagos and the United Nations building. On April 14, 2014, the world woke up to the sad news that more than 300 schools girls were abducted from their dormitory at the Government Secondary School, Chibok, Maiduguri in Northern Nigeria. While the girls are yet to be found, Boko Haram has since abducted more than 500 women and children from the same location. As Boko Haram fled its occupied territories, Nigeria military joined forces with Niger, Chad, and Cameroun soldiers to rout the terrorist group from their hideouts in Sambisa forests and discovered that they slaughtered some of the captured women. While Boko Haram has intensified its assaults, its allegiance with the Islamic State of Iraq and Syria (ISIA) is unquestionable. Its repeated beheadings of their victims and its sophisticated use of social media like ISIS are indications that the group still poses a serious threat, not just to Nigeria, but to the global community. As a reminder, this book was put together before Nigeria's presidential election that witnessed the change in leadership from President Jonathan Goodluck to General Mohammadu Buhari. This book reveals that Nigeria/s historical, political and religious landscape that brought about Boko Haram is not likely to change with new political leadership. Boko Haram wants to carve out a separate Islamic state in Nigeria and the election of General Buhari, a Muslim from the North will not likely change Boko Haram's agenda of a Nigeria's failed State now or in the future. Change in regime in Nigeria will not stop Haram from pursuing its goal - especially as it has political and financial support within Nigeria's religious and political elite - mainly from the North. General Buhari winning the presidential election may facilitate Nigeria's instability because any failed attempt by Mohammadu Buhari to meet his political promises of fighting and stamping out Boko Haram may support the allegation by his political opponents that he (General Buhari) was a staunch supporter of the terrorist group. This becomes more of a serious concern as he is a Muslim, and Boko Haram - who reports indicate have supporters in government from the North - still has its intact agenda of creating a Caliphate in Nigeria.
