Both regime and rebels see themselves in a fight for survival that leaves no room for compromise. External supporters of both sides treat the conflict as a zero-sum game with far-reaching and, for some actors existential, consequences for their own strategic positions, and are therefore determined to prevent any outcome they would regard as disadvantageous. Their diplomatic, financial and in some cases military support fans the flames of conflict and strengthens the hand of hardliners on both sides. For the foreseeable future, there is good reason to expect that the conflict will be neither resolved politically nor won militarily. The priority for Europeans should be to stem the violence and support inclusive civilian structures; the latter could contribute to improving living conditions at the local level and counteracting radical and centrifugal tendencies. Non-violent protest failed to drive democratization and turned into violent insurrection but revolution from below also failed as did regime counter-insurgency, leaving protracted civil war the default outcome. Second, the consequences of civil war became evident with six themes: failing statehood coexisted with regime resilience; rebel governance emerged as a viable challenge to the regime; social forces were sharply polarized; external actors exacerbated internal divisions; a predatory war economy emerged; and intense violence led to massive displacement of the population. Taking an innovative and interdisciplinary approach that seeks to capture the full complexity of the phenomenon, this book contributes significantly to our understanding of the Syrian conflict, therefore it will be of interest to academics, students, journalists and policy-makers interested in the Syrian civil war.

This volume brings together academics, experts, and practitioners to explore this question. The book covers the history of civil wars in the region during the 20th century, and then examines the specific causes, drivers, and dynamics of the ongoing civil wars in Syria, Yemen, Libya, Afghanistan, and Iraq. Updated for a second edition, the book argues that while these are very different cases of civil war, there are patterns that are important to point out at the outset. First, while each of the conflicts appears to be a relatively recent phenomenon, each has a long historical tail. Second, each of the civil wars had deep and complex domestic drivers and dynamics over issues of governance, political identity, and resources; at the same time, all of the conflicts have had deep regional and international components. Finally, all of these civil wars have been affected by the presence or entrance of armed transnational non-state actors, which have had far greater involvement in the Middle Eastern civil wars compared to other regions. The book concludes that these conflicts will require a mixture of local, regional, and international interventions to bring them to an end, but that none of the conflicts are likely to end cleanly through either a negotiated settlement or a clear victory by one party or the other. Despite this pessimistic overall assessment, the book emphasizes that policymakers should use knowledge of civil wars in the Middle East to develop and pursue specific national, regional and global policies. These should be built around mitigating the worst effects of the conflicts and towards ultimate resolution.

Book excerpt: The Syrian civil war, now in its seventh year, continues to present new challenges for U.S. policymakers. Following a deadly chemical weapons attack in Syria on April 4, 2017, and subsequent U.S. strikes against Syrian military infrastructure and pro-regime forces, Members of Congress have called on the President to consult with Congress about Syria strategy. Other Members have questioned the President's authority to launch strikes against Syria in the absence of specific prior authorization from Congress. In the past, some in Congress have expressed concern about the international and domestic authorizations for such strikes, their potential unintended consequences, and the possibility of undesirable or unavoidable escalation. Since taking office in January 2017, President Trump has stated his intention to "destroy" the Syria- and Iraq-based insurgent terrorist group known as the Islamic State (IS, also known as ISIL, ISIS, or the Arabic acronym Da'esh), and the President has ordered actions to "accelerate" U.S. military efforts against the group in both countries. In late March, senior U.S. officials signaled that the United States would prioritize the fight against the Islamic State and said that Syrian President Bashar al Asad's future would be determined by the Syrian people. Nevertheless, following the April 4 attack, President Trump and senior members of his Administration have spoken more critically of Asad's leadership, and it remains to be seen whether the United States will more directly seek to compel Asad's departure from power while pursuing the ongoing campaign against the Islamic State. Since late 2015, Asad and his government have leveraged military, financial, and diplomatic support from Russia and Iran to improve and consolidate their position relative to the range of antigovernment insurgents arrayed against them. These insurgents include members of the Islamic State, Islamist and secular fighters, and Al Qaeda-linked networks. While Islamic State forces have lost territory to the Syrian government, to Turkey-backed Syrian opposition groups, and to U.S.-backed Syrian Kurdish and Arab fighters since early 2016, they remain capable and dangerous. The IS "capital" at Raqqah has been isolated, but large areas of central and eastern Syria remain under the group's control. The presence and activities of Russian military forces and Iranian personnel in Syria create complications for U.S. officials and military planners, and raise the prospect of inadvertent confrontation with possible regional or global implications. Since March 2011, the conflict has driven more than 5 million Syrians into neighboring countries as refugees (out of a total prewar population of more than 22 million). More than 6.3 million other Syrians are internally displaced and are among more than 13.5 million Syrians in need of humanitarian assistance. The United States is the largest donor of humanitarian assistance to the Syria crisis (which includes assistance to neighboring countries hosting refugees), and since FY2012 has allocated more than $6.5 billion to meet humanitarian needs. In addition, the United States has allocated more than $500 million to date for bilateral assistance programs in Syria, including the provision of nonlethal equipment to select opposition groups. President Trump has requested $191.5 million in FY2018 funding for such assistance and $500 million in FY2018 defense funds to train and equip anti-IS forces in Syria. U.S. officials and Members of Congress continue to debate how best to pursue U.S. regional security and counterterrorism goals in Syria without inadvertently strengthening U.S. adversaries or alienating U.S. partners. The Trump Administration and Members of the 115th Congress-like their predecessors-face challenges inherent to the simultaneous pursuit of U.S. nonproliferation, counterterrorism, civilian protection, and stabilization goals in a complex, evolving conflict.

Nevertheless, little scholarly work has been conducted in order to comprehend the complexities as well as underlying reasons behind the intensity, scope, and duration of the conflict in Syria. Through qualitative methodology, this research examines the character of the Syrian conflict, by conducting an in-depth and nuanced case study of the Syrian civil war. While some theories of intrastate conflict and civil wars, concentrate on the domestic character of internal conflicts within states, transnational theories focus on external factors in examining intrastate conflicts. Both theoretical framework fail to take into account the broader picture of intrastate conflict and civil war. This study makes a contribution to the intrastate and civil war theories by introducing an expanded model for analyzing intrastate conflicts and civil wars. With respect to the Syrian conflict, utilizing this approach is instrumental in order to more efficiently and thoroughly comprehend the character of the Syrian conflict. Secondly, this study determines that states, which are multi-ethnic, multi-religious, multi-cultural, and geostrategically and geopolitically significant, tend to have protracted civil war and intrastate conflict. This research concludes that the unrecognized character of the Syrian conflict is unique due to the notion that it is operating, and being influenced, by four concentric forces of tensions, which are occurring simultaneously. In addition, it is critical to understand the interactions, contradictions, and excesses created by these four concentric circles of tensions. These interactions, contradictions and excesses shape the nature, scope, intensity, violence, death toll, and duration of the conflict and civil war in Syria.

Yet, the pandemic is unlikely to become a decisive turning point in conflict dynamics or an overall determinant of its future trajectory. Rather, in the mid-term, the relevant actors are likely to continue to follow their strategic interests in Syria, while some will have to adjust their operational priorities, as well as the strategies to pursue them, against the backdrop of the pandemic. Cooperation among external actors in solving the conflict is not set to get any easier. Trends of destabilisation and erosion of state capacity in the war-torn country are also likely to continue. Europeans should prioritise helping fight the pandemic in all areas of Syria and reengage in diplomacy aimed at conflict settlement and the prevention of military escalation among involved actors
