Using a novel approach, the authors analyze the rhetorical choices made by opponents and supporters of an agreement, and the logical behind their arguments. Opponents used emotive frames and strategically chosen issues to increase public opposition to the negotiations; supporters countered, but also accommodated, parts of opponents’ rhetoric in hopes of quelling discontent. The study also highlights the resulting changes to EU trade policy, thus contributing to the literatures on trade policy, politicization, and rhetorical analysis.

At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized procedures in relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament. The book also theorizes the current norm contestation in terms of the extent to, and conditions under which, the EU foreign policy is being put to the test.

Book excerpt: How did the arguments developed in the debate to abolish the slave trade help to construct a British national identity and character in the late eighteenth century? Srividhya Swaminathan examines books, pamphlets, and literary works to trace the changes in rhetorical strategies utilized by both sides of the abolitionist debate. Framing them as competing narratives engaged in defining the nature of the Briton, Swaminathan reads the arguments of pro- and anti-abolitionists as a series of dialogues among diverse groups at the center and peripheries of the empire. Arguing that neither side emerged triumphant, Swaminathan suggests that the Briton who emerged from these debates represented a synthesis of arguments, and that the debates to abolish the slave trade are marked by rhetorical transformations defining the image of the Briton as one that led naturally to nineteenth-century imperialism and a sense of global superiority. Because the slave-trade debates were waged openly in print rather than behind the closed doors of Parliament, they exerted a singular influence on the British public. At their height, between 1788 and 1793, publications numbered in the hundreds, spanned every genre, and circulated throughout the empire. Among the voices represented are writers from both sides of the Atlantic in dialogue with one another, such as key African authors like Ignatius Sancho, Phillis Wheatley, and Olaudah Equiano; West India planters and merchants; and Quaker activist Anthony Benezet. Throughout, Swaminathan offers fresh and nuanced readings that eschew the view that the abolition of the slave trade was inevitable or that the ultimate defeat of pro-slavery advocates was absolute.

Book excerpt: Slavery casts a long shadow over American history; despite the cataclysmic changes of the Civil War and emancipation, the United States carried antebellum notions of slavery into its imperial expansion at the turn of the twentieth-century. African American, Chinese and other immigrant labourers were exploited in the name of domestic economic development, and overseas, local populations were made into colonial subjects of America. How did the U.S. deal with the paradox of presenting itself as a global power which abhorred slavery, while at the same time failing to deal with forced labour at home? Catherine Armstrong argues that this was done with rhetorical manoeuvres around the definition of slavery. Drawing primarily on representations of slavery in American print culture, this study charts how definitions and depictions of slavery both changed and stayed the same as the nation became a prominent actor on the world stage. In doing so, Armstrong challenges the idea that slavery is a merely historical problem, and shows its relevance in the contemporary world.
