It reveals the myriad ways in which the region’s CSOs have contributed to enriching Caribbean societies and to scaffolding Caribbean regionalism, and also uncovers that despite their contributions, Caribbean CSOs (and civil society more broadly) have found limited space for involvement in governance. The author peers into Caribbean state-civil society participatory dynamics using in-depth country case studies (Barbados and Trinidad and Tobago), mini-case studies and evaluations of the approaches to inclusion within the regional institutions of the Caribbean Community (CARICOM) and the Organisation of Eastern Caribbean States (OECS). This novel contribution to the Caribbean civil society literature uses these assessments to make a case for regularising state-civil society collaborative practices to enhance the quality of democracy in the region.

The role of citizens, especially those active in civil society, has been neglected by scholars, students, and commentators of regionalism. In reaction to the prevalence of these top-down models, a “new regionalism” approach has proliferated in the past few years. This book aims to further develop such a research agenda by providing an up-to-date overview of the contribution of civil society to world regionalism, from Europe to Africa, Asia, and the Americas. This is not only relevant as a research topic; it is also of critical importance from a political standpoint. As regions across the world experience prolonged governance crises, it becomes paramount to understand the extent to which these new regional formations actually reflect the interests and needs of their people. While old regionalism was accepted as a de facto elite-driven byproduct of both the Cold War and neoliberal globalization, the twenty-first-century regionalism—if it is to survive—will need to refocus its objectives through new forms of participation and inclusion. Regions without citizens are unlikely to stand the test of time, especially in times of crises.

Book excerpt: Civil Society Organizations (CSOs) can make a vital contribution to public health and health systems but harnessing their potential is complex in a Europe where government-CSO relations vary so profoundly. This study is intended to outline some of the challenges and assist policy-makers in furthering their understanding of the part CSOs can play in tandem and alongside government. To this end it analyses existing evidence and draws on a set of seven thematic chapters and six mini case studies. They examine experiences from Austria Bosnia-Herzegovina Belgium Cyprus Finland Germany Malta the Netherlands Poland the Russian Federation Slovenia Turkey and the European Union and make use of a single assessment framework to understand the diverse contexts in which CSOs operate. The evidence shows that CSOs are ubiquitous varied and beneficial and the topics covered in this study reflect such diversity of aims and means: anti-tobacco advocacy food banks refugee health HIV/AIDS prevention and cure and social partnership. CSOs make a substantial contribution to public health and health systems with regards to policy development service delivery and governance. This includes evidence provision advocacy mobilization consensus building provision of medical services and of services related to the social determinants of health standard setting self-regulation and fostering social partnership. However in order to engage successfully with CSOs governments do need to make use of adequate tools and create contexts conducive to collaboration. To guide policy-makers working with CSOs through such complications and help avoid some potential pitfalls the book outlines a practical framework for such collaboration. This suggests identifying key CSOs in a given area; clarifying why there should be engagement with civil society; being realistic as to what CSOs can or will achieve; and an understanding of how CSOs can be helped to deliver.

Using survey, interview, and document review techniques, this cross-national study explored the potential role of nonprofit, nongovernmental, and community-based organizations in regional integration and development. The study has found that Caribbean CSOs perform functions primarily in four areas - social services, community building, local economic development, and sustainable development - while aspiring to carry out more substantial development functions. Their role in development could encompass development planning, public-policy formulation, economic development promotion, and program/project implementation and evaluation. In this article, issues affecting the effectiveness of CSOs are identified and a remedial approach is recommended. The policy implications of a development role for the region's CSOs are discussed.

However, dominant definitions and even popular connotations tend to privilege wealthy Western approaches. Using the Caribbean as a rich site of observance and concentrating on the island nation-state of The Bahamas, Get Involved! uncovers the hidden and under-documented activities of “philanthropy from below,” revealing a broader conception of philanthropy and civil society, especially within Black and other historically marginalized populations. Kim Williams-Pulfer draws on narrative analysis from enslavement to the current post-post-colonial moment, depicting the repertoires and practices of primarily Afro-Bahamians through the stories emerging from history (including the transnational observations of Zora Neale Hurston, social movements, and political and social institution building), the arts (from Junkanoo, literature, and visual practices), to the lived experiences of contemporary civil society leaders. Get Involved! shows the long history and continued significance of civil society and philanthropic engagement in The Bahamas, the circum-Caribbean, and the wider African Diaspora.
