Current attempts to support growth and democracy are part of a longer history of promoting projects of disciplinary, regulatory and liberal rule and values beyond ‘the West’. Yet this is not simply Western domination of a passive continent. Such an interpretation misses out on the complexities and nuances of the politics of state-building and civil society promotion, and the central role of African agency. Drawing upon critical theory, including postcolonial and governmentality approaches, this book interrogates international practices of state-building and civil society support in Africa. It seeks to develop a theoretically informed critical approach to discourses and interventions such as those associated with broadly ‘Western’ initiatives in Africa. In addition, the overwhelming majority of South Africans have little experience of democratic governance, having only acquired political power for the first time in 1994. However, more than seven years of universal suffrage and access to political power is ample justification for assessing the consolidation of democracy in this country. The book focuses on four case studies of public participation: interest group participation in the National Economic Development and Labour Council; the participation of civil society and the legislatures in the formulation of the budget; public participation in legislative processes; and public participation in the integrated development planning processes of local government. Each case study outlines a number of opportunities for, and constraints to, public participation in the processes of democratic governance.

Few have grappled with the relationship between state building (nation-building) and democratic experiments in Africa. This collection consciously corrects this shortcoming in African political studies. Among the issues raised: Does democracy facilitate state building or does it exacerbate ethnic conflicts? Are certain modalities of democratization more likely to facilitate state-building than others? Has the era of democracy created the need for new state building strategies? Does the objective of state building require significant modifications in the essence and form of democracy? This collection combines theoretical explorations with empirical case studies. It looks at both anglophone and francophone countries of sub-Saharan Africa. While the contributors have written extensively on African issues, there is no consensus among the authors; most argue that integrating ethnic groups that already face discrimination and often are engaged in conflict requires compromise, political settlements, and new terms of incorporation into the state. These compromises, in turn, involve new arrangements in how democracy is perceived and instituted. An important collection for scholars, students, and other researchers involved with African political, social, and economic development.

In The Politics of Necessity Elke Zuern forcefully argues that working toward greater socio-economic equality—access to food, housing, land, jobs—is crucial to achieving a successful and sustainable democracy. Drawing on interviews with local residents and activists in South Africa’s impoverished townships during more than a decade of dramatic political change, Zuern tracks the development of community organizing and reveals the shifting challenges faced by poor citizens. Under apartheid, township residents began organizing to press the government to address the basic material necessities of the poor and expanded their demands to include full civil and political rights. While the movement succeeded in gaining formal political rights, democratization led to a new government that instituted neo-liberal economic reforms and sought to minimize protest. In discouraging dissent and failing to reduce economic inequality, South Africa’s new democracy has continued to disempower the poor. By comparing movements in South Africa to those in other African and Latin American states, this book identifies profound challenges to democratization. Zuern asserts the fundamental indivisibility of all human rights, showing how protest movements that call attention to socio-economic demands, though often labeled a threat to democracy, offer significant opportunities for modern democracies to evolve into systems of rule that empower all citizens.

This is puzzling given the country's celebrated transition to democracy and massive reform of the state's legal institutions. Where most studies explain vigilantism as a response to state or civic failure, in Contradictions of Democracy, Nicholas Rush Smith illustrates that vigilantism is actually a response to the processes of democratic state formation. In the context of densely networked neighborhoods, vigilante citizens often interpret the technical success of legal institutions-for instance, the arrest and subsequent release of suspects on bail-as failure and work to correct such perceived failures on their own. Smith also shows that vigilantism provides a new lens through which to understand democratic state formation. Among young men of color in some parts of South Africa, fear of extra-judicial police violence is common. Amid such fear, instead of the state seeming protective, it can appear as something akin to a massive vigilante organization. An insightful look into the high rates of vigilantism in South Africa and the general challenges of democratic state building, Contradictions of Democracy explores fundamental questions about political order, the rule of law, and democratic citizenship.
