Book Participatory Budgeting in Global Perspective

Download or read book Participatory Budgeting in Global Perspective written by Brian Wampler and published by Oxford University Press. This book was released on 2021 with total page 249 pages. Available in PDF, EPUB and Kindle. Book excerpt: Participatory Budgeting continues to spread across the globe as government officials and citizens adopt this innovative democratic program in the hopes of strengthening accountability, civil society, and well-being. Governments often adapt PB's basic program design to meet local needs, thus creating wide variation in how PB programs function. Some programs retain features of radical democracy, others focus on community mobilization, and yet other programs seek to promote participatory development. Participatory Budgeting in Global Perspective provides a theoretical and empirical explanation to account for widespread variation in PB's adoption, adaptation, and impacts. This book develops six PB types to account for the wide variation in how PB programs function as well as the outcomes they produce. To illustrate the similar patterns across the globe, four empirical chapters present a rich set of case studies that illuminate the wide differences among these programs; chapters are organized regionally, with chapters on Latin America, Asia, Sub-Saharan Africa, Europe, and North America. By organizing the chapters regionally, it becomes clear that there are temporal, spatial, economic, and organizational factors that produce different programs across regions, but similar programs within each region. A key empirical finding is that the change in PB rules and design is now leading to significant differences in the outcomes these programs produce. We find that some programs successfully promote accountability, expand civil society, and improve well-being but, too often, researchers do not have any evidence tying PB to significant social or political change.

Available in PDF, EPUB and Kindle. Book excerpt: A Brookings Institution Press and Ash Center for Democratic Governance and Innovation publication Decisions about "who gets what, when, and how" are perhaps the most important that any government must make. So it should not be remarkable that around the world, public officials responsible for public budgeting are facing demands—from their own citizenry, other government officials, economic actors, and increasingly from international sources—to make their patterns of spending more transparent and their processes more participatory. Surprisingly, rigorous analysis of the causes and consequences of fiscal transparency is thin at best. Open Budgets seeks to fill this gap in existing knowledge by answering a few broad questions: How and why do improvements in fiscal transparency and participation come about? How are they sustained over time? When and how do increased fiscal transparency and participation lead to improved government responsiveness and accountability? Contributors: Steven Friedman (Rhodes University/University of Johannesburg); Jorge Antonio Alves (Queens College, CUNY) and Patrick Heller (Brown University); Jong-sung You (University of California—San Diego) and Wonhee Lee (Hankyung National University); John M. Book Public Budgeting in African Nations

Download or read book Public Budgeting in African Nations written by Peter Fuseini Haruna and published by Routledge. This book was released on 2016-04-14 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public Budgeting in African Nations aims to provide usable budgeting and fiscal policy management information to development practitioners interested in improving the performance of governments in the context of good governance. It shares regional and cross-cultural experiences with international audiences and gives reflective attention to comparative budgeting and fiscal policy management. With a promising economic and fiscal forecast, such information is timely for international development practitioners and for scholars and researchers interested in advancing development management. This book adopts an interdisciplinary/pragmatic approach to analyze and present research findings on public budgeting as a sustainable development tool. The central argument is that development practice will benefit from a bottom-up, decentralized approach to budgeting and fiscal policy management, involving national, sub-national, and civil society institutions. From this perspective, a balanced budget should draw from and reflect values and priorities across the full spectrum of social and political life.

Book The Civil Society Guide to Regional Economic Communities in Africa

Download or read book The Civil Society Guide to Regional Economic Communities in Africa written by Odhiambo, Morris and published by African Minds. This book was released on 2016-03-02 with total page 138 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since 1963, when the African integration project was born, regional Economic Communities (RECs) have been an indispensable part of the continent's deeper socioeconomic and political integration. More than half a century later, such regional institutions continue to evolve, keeping pace with an Africa that is transforming itself amid challenges and opportunities. RECs represent a huge potential to be the engines that drive the continent's economic growth and development as well as being vehicles through which a sense of a continental community is fostered. It is critical therefore that citizens understand the multi-faceted and bureaucratic operations of regional institutions in order to use them to advance their collective interests.

Book Public Value Theory and Budgeting

Download or read book Public Value Theory and Budgeting written by Usman W. Chohan and published by Routledge. This book was released on 2019-05-22 with total page 159 pages. Available in PDF, EPUB and Kindle. Book excerpt: Public value theory has advanced over the past 30 years, but there is a need to extend its boundary outwards into new contexts and update its discourse to reflect new social challenges. We are now trying to create value in a globalized world, with supranational entities, with new international alliances and institutions, in a frightening post-truth era. How can public managers grapple with these emerging realities? This book seeks to provide answers to such public value questions by applying powerful budgeting perspectives. Using case studies of independent budget offices, key fiscal instruments, and leading public value frameworks, this book stands out in its use of budgetary lenses to answer pertinent questions about the multidimensional processes of value creation by and for a wider society. Pushing the debate on public value forward and taking it onto the global stage, the book asks whether public value (and other public administration theories) are applicable beyond the traditional context of the pro-globalization Western liberal democracies in which they were conceived. It does this by exploring the realms of developing countries, supranational entities, and post-Communist societies, among others. Finally, it presents these explorations in light of very recent sociopolitical trends and phenomena, including the growth of civil society, the global financial crisis, the illiberal democracy, and the post-truth era. Tailored to an audience comprising public administration scholars, students of government, budget practitioners, and social scientists interested in contemporary problems of values in society, this book helps to advance public administration thought by extending public value theory into new contexts and relating it to the growing global challenges of public life.
