At the close of 2001, Fernando de la Rua, Argentina's third popularly elected president since the military government of 1976 to 1983, resigned just 2 years into his term. A constitutional successor resigned after a week, having irritated the factions in his own party to the extent that they refused to support him. Riots that caused the deaths of 26 citizens and 13 police brought the third interim president down. Then more rioters broke into the halls of Congress and set fire to the building, causing the fall of the next successor. A commentator for La Nación observed that Argentina was living a "crisis without precedent" and that its political leadership was playing its last card. When Eduardo Duhalde assumed the leadership of a hastily assembled unity government- the fifth president in 2 weeks-he addressed the Argentine people, saying: "The country is broken."

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this thesis is to test Rebecca L. Schiff's "Theory of Concordance" against the case of Argentina. Using the case study method to determine whether this relatively neglected theory of civil-military relations accounts for the occurrence of military interventions in Argentina, this thesis also examines whether the theory provides a better tool than separation theory by which to analyze civil-military relations in Latin America. Separation theory describes the separation of civil and military institutions as it occurs in the United States and suggests that it is the ideal model for other nations to emulate. Concordance theory argues that three partner the military, the political elites, and the citizenry should aim for a cooperative relationship that may or may not involve separation, but does not require it. What is interesting about this theory is that it accounts for the U.S. model as well. The thesis concludes that in the case of Argentina, separation theory better predicts the mechanisms by which a civilian government may establish control over its formerly interventionist military. However, with modification, concordance theory may provide insights into how that control may be maintained following the transition to enduring democracy.

The meeting was held from 3 to 6 November in Santa Fé, New Mexico, and was hosted by the New Mexico National Guard. The conference brought together over 150 prominent civilian governmental and military leaders and some of the most noted scholars from throughout the Americas. It was designed to support the Commander-in-Chief, U.S. Southern Command's objectives of strengthening democratic institutions, assisting nations in eliminating threats to their security, supporting economic and social progress, and enhancing military professionalism. In addition, the meeting sought to promote the Army Chief of Staff.s goals of conflict prevention through peacetime engagement, strategic outreach to organizations and institutions outside the Department of Defense, and the enhancement of Active and Reserve component integration. Included in this publication are the papers and speeches delivered at the conference, rapporteurs-synopses of the working group discussions and an analysis, with recommendations, of the implications for civil-military relations and U.S. policy. These presentations, the level and scope of participation, the candor of the dialogue, the outstanding support provided by our cosponsors, and the charming atmosphere of Santa Fé all contributed to making the meeting a success. The U.S. Army War College extends sincere appreciation to General Charles E. Wilhelm, the Commander-in- Chief, U.S. Southern Command, and to Major General John C. Thompson, Chairman of the Inter-American Defense Board, and their staffs for the leadership and financial support that made the conference possible. We also recognize Lieutenant General Edward D.
