Book Civil military Relations In Communist Systems

Download or read book Civil military Relations In Communist Systems written by Dale R. Herspring and published by Routledge. This book was released on 2019-04-11 with total page 257 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book represents the first attempt to deal with the problem of how to conceptualize the civil-military relations of communist systems within a common intellectual framework. The opening chapters present three major constructs originally designed for analyzing civil-military relations in the USSR: the interest group approach, the institutional congruence approach, and the participatory model. In subsequent chapters the utility of these approaches is tested against a wide variety of communist systems, including those of Cuba, the USSR, China, Romania, Hungary, the GDR, and Poland. In probing these issues for the first time, the authors shed considerable light on the transnational differences and similarities among communist systems, and the dynamics of civil-military relations in all communist systems.

Book Civil Military Relations in Post Communist Europe

Download or read book Civil Military Relations in Post Communist Europe written by Timothy Edmunds and published by Routledge. This book was released on 2013-10-18 with total page 200 pages. Available in PDF, EPUB and Kindle. Book excerpt: Fifteen years after the fall of communism, we are able to appraise the results of the multi-faceted postcommunist transition in Central and Eastern Europe with authority. This volume specifically addresses the fascinating area of Civil-Military relations throughout this transitional period. The countries of the region inherited a onerous legacy in this area: their armed forces were part of the communist party-state system and most were oriented towards Cold War missions; they were large in size and supported by high levels of defence spending; and they were based on universal male conscription. Central and eastern European states have thus faced a three fold civil-military reform challenge: establishing democratic and civilian control over their armed forces; implementing organisational reform to meet the security and foreign policy demands of the new era; and redefining military bases for legitimacy in society. This volume assesses the experiences of Poland, Hungary, Latvia, Romania, Croatia, Serbia-Montenegro, Ukraine and Russia in these areas. Collectively these countries illustrate the way in which the interaction of broadly similar postcommunist challenges and distinct national contexts have combined to produce a wide variety of different patterns of civil-military relations. This book was previously published as a special issue of European Security.

Book The Evolution of Civil Military Relations in East Central Europe and the Former Soviet Union

Download or read book The Evolution of Civil Military Relations in East Central Europe and the Former Soviet Union written by Natalie Mychajlyszyn and published by Praeger. This book was released on 2004-05-30 with total page 264 pages. Available in PDF, EPUB and Kindle. Book excerpt: The dismantlement of the communist system of control of the military and its replacement with a democratic model is one of the most significant aspects of the post-communist transition in East-Central Europe and the former Soviet-Union. The success of democratic civil-military reforms is an important and underappreciated measure of the state of democratic transitions in these countries, and it also has important implications for and links with regional security and NATO relations. This book examines the state of democratic civil-military reforms in nine East-Central and former Soviet states: Czech Republic, Hungary, Poland, Estonia, Latvia, Lithuania, Bulgaria, Russia, and Ukraine. An examination of these states is of particular interest and importance given their varied relationship with NATO, a relationship that is influenced to a large extent by the amount of progress in reforming their post-communist system of control of their militaries. Following a comprehensive theoretical chapter on civil-military relations, the individual chapters consider the accomplishments as well as the outstanding shortcomings of democratic civil-military reforms. Overall, the book argues that the weaknesses apparent in all these countries in the implementation of the democratic norms of civilian control of the military require continued attention in order to strengthen not only the relationship with NATO (wither membership is already obtained or sought) but also regional security in general.

Book Civil Military Relations in Post Communist States

Download or read book Civil Military Relations in Post Communist States written by Anton Bebler and published by Praeger. This book was released on 1997-02-25 with total page 184 pages. Available in PDF, EPUB and Kindle. Book excerpt: This edited collection brings together experts from Europe and the United States to examine how the foundering of the autocracies of Central and Eastern Europe brought about important changes in civil-military relations. Divided into three parts, the volume focuses on international organizations (NATO, WEU, OSCE) and Central-East Europe, the problems of transition to democracy in the region, and relevant developments elsewhere in the world. The work explores the following trends: the increased transparency of defense politics; civilianization of the defense ministries; personnel changes in the upper echelons of the military; national emancipation and new security doctrines; political neutralization of the armed forces; discontinuation of the military's internal security role; and ideological pluralization, among others. An important volume for scholars and students in comparative politics, international relations, and the military and politics.

Book Military Dimensions of Communist Systems

Download or read book Military Dimensions of Communist Systems written by Benjamin Zycher and published by . This book was released on 1988 with total page 124 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study examines the relative tendencies of Communist and non-Communist nations to develop or overdeveloped their military dimensions, compared with other nations and with the development of their own civil sectors. The four military dimensions are spending burden, manpower, proportion, sophistication or overall levels of military and civil technology, and civil-military relations. The analysis is based on a sample of 26 Communist nations and 63 non-Communist nations, and covers the period 1966-1983. The authors conclude that Communist systems display greater development of military dimensions than do non-Communist systems, and greater development of military dimensions than their own nonmilitary ones. Keywords: Communist countries; Government; Communism; Military budgets; Military forces(Foreign).

Download or read book Red Army and Society written by Ellen Jones and published by Routledge. This book was released on 2021-01-26 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book, first published in 1985, is the first full-length study of the Soviet Armed Forces as a social institution. Using military manpower as a substantive focus, it identifies those characteristics that the Soviet military shared with counterparts in non-communist systems and those that were unique to the society and political culture in which it was embedded. The discussion encompasses defence policy-making as a whole and focuses on conscription policy, the characteristics of the professional military, the role of the political officer, the mechanics of political socialization within the Red Army, and the experience of ethnic minorities in the armed forces. This analysis provides a window through which we can observe the broader military system at work; how that system affects, and in turn is affected by, the economic, social and political life of the Soviet Union. It contributes to our understanding of civil-military relations in communist systems and to our knowledge of Soviet political and social trends.

Book Communist Armies In Politics

Download or read book Communist Armies In Politics written by Jonathan R. Adelman and published by Routledge. This book was released on 2019-03-13 with total page 226 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the historical and contemporary political roles of armies in the majority of the world's Communist countries, stressing the problems faced and overcome by Communist parties in the creation and development of legitimate and effective armies. The authors, all area specialists, explore the sources of the dramatic differences between the highly visible and powerful political roles of the Chinese, Vietnamese, and Cuban armies, the small but increasing political role of the Soviet army, and the minimal political roles of most Eastern European armies. Emphasized are such variables as the nature of revolution, the role of civil war, and the extent of external interference (particularly from the Soviet Union). The authors show how these variables are key factors in determining the path of army political development.

The book concludes with a timely discussion of the relationship of the military to the current political struggle in Russia. “The history is both fascinating and timely.” —European Security “When military reform returns to its deservedly prominent place in the Russian political agenda, Herspring’s book will offer invaluable guidance.” —Mark von Hagen, American military historian

Book Civil Military Relations in Post Deng China

Download or read book Civil Military Relations in Post Deng China written by Nan Li and published by . This book was released on 2021 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book demonstrates that civil-military relations have evolved away from symbiosis to quasi-institutionalization in post-Deng Xiaoping China. As the People's Liberation Army (PLA) is a Leninist party-army, it is commonly assumed that the relationship between the Chinese Communist Party (CCP) and the PLA is symbiotic and institutional boundaries based on a clear functional division of labor are absent between the two. This symbiosis suggests that the primary role of the PLA is in China's domestic politics; it is to participate in intra-CCP leadership power struggle and in defending the CCP regime against popular rebellions from within Chinese society. By analyzing major changes in the functions of the PLA political commissar system, the extent of the PLA involvement in the power struggle of the CCP leadership, and the circulation of elites across civil-military institutional boundaries, this book offers a new theoretical explanation of civil-military relations in China. It also discusses the implications of the findings for China's domestic politics and foreign policy. Nan Li is Visiting Senior Research Fellow at East Asian Institute, National University of Singapore. He has published extensively on Chinese security and military policy and China's maritime development. He was a professor at the U.S. Naval War College and received a PhD in political science from the Johns Hopkins University.

Book Civil Military Relations in Chinese History

Download or read book Civil Military Relations in Chinese History written by Kai Filipiak and published by Routledge. This book was released on 2014-12-17 with total page 315 pages. Available in PDF, EPUB and Kindle. Book excerpt: Modern studies of civil--military relations recognise that the military is separate from civil society, with its own norms and values, principles of organization, and regulations. Key issues of concern include the means by which – and the extent to which – the civil power controls the military; and also the ways in which military values and approaches permeate and affect wider society. This book examines these issues in relation to China, covering the full range of Chinese history from the Zhou, Qin, and Han dynasties up to the Communist takeover in 1949. It traces how civil--military relations were different in different periods, explores how military specialization and professionalization developed, and reveals how military weakness often occurred when the civil authority with weak policies exerted power over the military. Overall, the book shows how attitudes to the military’s role in present day Communist China were forged in earlier periods.

Book Commissars Commanders and Civilian Authority

Download or read book Commissars Commanders and Civilian Authority written by Timothy J. Colton and published by Harvard University Press. This book was released on 1979 with total page 400 pages. Available in PDF, EPUB and Kindle. Book excerpt: For six decade the Soviet system has been immune to military rebellion and takeover, which often characterizes modernizing countries. How can we explain the stability of Soviet military politics, asks Timothy Colton in his compelling interpretation of civil-military relations in the Soviet Union. Hitherto most western scholars have posited a basic dichotomy of interests between the Soviet army and the Communist party. They view the two institutions as conflictprone, with civilian supremacy depending primarily upon the party's control of officers through its organs within the military establishment. Colton challenges this thesis and argues that the military party organs have come to possess few of the attributes of an effective controlling device, and that the commissars and their heirs have operated as allies rather than adversaries of the military commanders. In explaining the extraordinary stability in army-party relations in terms of overlapping interests rather than controlling mechanisms, Colton offers a major case study and a new model to students of comparative military politics.
