The people of the United States when ordaining and establishing the Constitution were actuated by a desire to secure to themselves and their posterity the blessings of liberty. We are now enjoying in a large measure the civil and religious freedom which our system of government is so happily adapted to secure. Whether these will be enjoyed by our posterity will depend largely upon what shall be done to qualify the rising generation of American youth for the duties and responsibilities of freemen. In a system of government like ours, where the popular will is paramount and sovereign, and where by virtue of the system itself every male citizen enjoys the privilege of suffrage, each individual is confronted with grave responsibilities. Political privilege begets political responsibility, and a citizen who enjoys the one must assume the other, or, in his capacity as a citizen, be unpardonably delinquent. In a very few years the destinies of the republic will be committed to those who are now receiving instruction in the schools. How important, then, that the course of instruction should embrace the study of Civil Government. In theory ours is a government of the people; and that it may be such in fact, the people must know how to govern. Book excerpt: Excerpt from Civil Government: As Developed in the States and in the United States The aim of this book is to give a succinct account of the origin and development of local systems of government in the United States, and to trace the evolution of the National government from these local units. It is not written for the learned, but for the learners. The author has kept the limitations of his prospective readers constantly in mind, and has therefore eliminated much interesting and probably valuable material, which nevertheless appeared to be extraneous and not illuminating to the theme. The magnitude of the task was due to the fact that great condensation was absolutely necessary in order that the limits of an ordinary text-book might not be exceeded. How much wisdom has been shown in these discriminations must be left to the judgment of the critics. Heretofore, text-book writers on civil government have placed the emphasis on the National, rather than on the local, side of our political life, as if the growth of such ideas had been from above downward. This method has given students - the future citizens - a false conception of the genesis of all legitimate governments. Freeman has shown that the logical and historical order of political development has been from below upward, and it is certainly a matter of supreme importance, especially in a republic, that the young citizen should grasp this idea, and that he should realize the momentous importance of the principle. When this point of view is understood, it becomes apparent that the method of treatment had to be largely historical. Especially is this true of a textbook upon Civil Government, since the subject has been already so well treated in the various works now in daily use. Probably no one at this time doubts the propriety of giving the study of Civil Government a prominent place in our schools. Some of the pupils in the school rooms to-day will, in a few years, be occupying public positions of responsibility and power; and while these maybe comparatively few in number, yet in this country every citizen has political duties to perform, and should therefore be familiar with the plan and workings of the government which imposes them. Hence it remains only a question as to the manner in which the subject may be most effectively presented for the purposes of instruction. Those who, as teachers, have heard their classes in Civil Government complain that the subject was dry and uninteresting, need only consult their own recollections to know the justice of such complaints. It certainly is not possible to invest the subject with the charms of romance, or give it the thrilling interest of a History of the Crusades or the Conquest of Mexico. But it has seemed possible for a text-book upon Civil Government to be made so readable that it will invite and hold the attention of the pupil, instead of being the passive object of compulsory study. To accomplish this has been the aim in the preparation of this work. Our government being representative, the popular will controls, through these channels of representation, the intermediate political subdivisions, and finally asserts itself in the power of the Federal Government. Under the protection of the Federal Constitution the life and property of the citizen are governed and protected by state, not federal, laws. In his political capacity the citizen takes part in both the federal and the local government in accordance with state regulations. Acting under the state laws are the particular political units in which the citizen may reside - the county, city, or town. T o the authorities of these the citizen most fre quently looks for governmental support and regulation. Yet these local bodies are distinctly subordinate to and created by the authority of the state and are supervised and regulated by it. It is the purpose of this book to discuss the organization, the distribution of powers and functions, and the operation of these agencies of local government. Other books have dealt with state government and state administration or with munici pal government and municipal administration, but this book covers both state and municipal government, treating the two as a single manifestation of local government. One great advantage of local self-government is that it brings government near the door of every citizen, and permits the people of each locality, who are most familiar with their own local condi tions and who know best what are their local needs, to regu late their own affairs as they see fit. Also, such a system is well calculated to secure responsibility. So long as the local authorities are chosen by the community from its own inhabitants and are constantly under the eyes of the people, they can be more effectively controlled and made amenable to local public opinion than is possible where they are chosen by authorities distantly removed. An other irnportant advantage of local self-government is that it serves as a training school for the political education of the citizens. Allow them the privilege of choosing their own local officials and of regulating their own local concerns, and their interest in public affairs will be stimulated and their political intelligence increased and broadened. This not only will tend to secure more responsible government (local, state, and national), but will produce a moreoactive type of citizenship.
