In facing this challenge, many organizations assume that ensuring greater efficiency will build trust. As a result, these organizations are quick to adopt new technologies to enhance what they do, whether it's a new app or dashboard. However, efficiency, or charting a path to a goal with the least amount of friction, is not itself always built on a foundation of trust. Meaningful Inefficiencies is about the practices undertaken by civic designers that challenge the normative applications of "smart technologies" in order to build or repair trust with publics. Based on over sixty interviews with change makers in public serving organizations throughout the United States, as well as detailed case studies, this book provides a practical and deeply philosophical picture of civic life in transition. The designers in this book are not professional designers, but practitioners embedded within organizations who have adopted an approach to public engagement Eric Gordon and Gabriel Mugar call "meaningful inefficiencies," or the deliberate design of less efficient over more efficient means of achieving some ends. This book illustrates how civic designers are creating meaningful inefficiencies within public serving organizations. It also encourages a rethinking of how innovation within these organizations is understood, applied, and sought after. Different than market innovation, civic innovation is not just about invention and novelty; it is concerned with building communities around novelty, and cultivating deep and persistent trust. At its core, Meaningful Inefficiencies underlines that good civic innovation will never just involve one single public good, but must instead negotiate a plurality of publics. In doing so, it creates the conditions for those publics to play, resulting in people truly caring for the world. Meaningful Inefficiencies thus presents an emergent and vitally needed approach to creating civic life at a moment when smart and efficient are the dominant forces in social and organizational change.

Many governmental and community organizations changed their mission and function as they adopted new digital tools and practices. This book examines the use of “civic media”—the technologies, designs, and practices that support connection through common purpose in civic, political, and social life. Scholars from a range of disciplines and practitioners from a variety of organizations offer analyses and case studies that explore the theory and practice of civic media. American high schools, where students learn the basics of citizenship, thus ought to play a critical role in the success of democracy. Yet studies examining the impact of high school government and civics courses on political knowledge over the past quarter-century have generally shown that these courses have little or no effect. In this important book, Richard G. Niemi and Jane Junn take a fresh look at what America's high school seniors know about government and politics and how they learn it. The authors argue convincingly that secondary school civics courses do indeed enhance students' civic knowledge. This book is based on the most extensive assessment to date of civic knowledge among American youth--the 1988 National Assessment of Education Progress (NAEP) Civics Assessment. The authors develop and test a theoretical model to explain the cognitive process by which students learn about politics and they conclude by suggesting specific changes in the style and emphasis of civics teaching.

The purpose is to help the central city hold its place in civic life. Since Nashville assumed a metropolitan form of government - merging city and county - there have been almost a hundred plans that dealt with some aspect of the center city. This plan is different. The Plan was conceived and orchestrated by the Nashville Civic Design Center, which is committed to the practice of urban design. This three-dimensional discipline integrates streets and buildings, land use and transportation - a new approach for Nashville. As a private not-for-profit, the center listens with independent ears and speaks with an independent voice. Previous plans by Metro government departments and their consultants were constrained by politics and patronage, by available funding or the need to solve specific problems. Plan of Nashville is not an island bound by the noose of the interstate loop. The Plan integrates downtown with the areas that frame it via the spoke roads that are the historic entries into downtown. Rather than taking a top down approach, the design center organized the process of listening to the community. Over 400 citizens attended a series of workshops in downtown and the surrounding neighborhoods to express their opinions and draw their dreams. The center's staff translated the results into a series of maps and illustrations, with explanatory text - that articulate a three-dimensional vision for the city that will serve as a litmus test for current and future development.

It identifies the main actors that called for civic education reform, describes their motivations and policy platforms, and documents the path taken to capture state policy agendas. It argues that No Child Left Behind incentivized civic education advocates to mobilize a “call to action” to restore emphasis on civics that materialized into national policy reform proposals that successfully captured the agendas of state legislatures and bureaucracies. This book analyzes the implementation and sustainability of these civic education policy reforms by undertaking a comparative case study analysis of school districts in Utah and Connecticut. Through the voices of teachers and district administrators, the book tells the story of what happened when these state policy reforms inspired by national initiatives hit the local level where the rubber meets the road. As ideological debates about schools and democracy unfold across the country, as civic education advocates and proposals proliferate, this book treats civic education not as panacea but as a concrete policy area to be analyzed and understood. It contextualizes the current debate and offers a critical assessment of the most recent, comprehensive state-level civic education policy reform. It argues that while questions linger about what type of civic-inspired educational interventions remains most effective for whom, where, and why, the implementation of such interventions are profoundly impacted by local actors and local politics and that future initiatives should take this dimension into consideration.
