When José Luis Rodríguez Zapatero became Spain's opposition leader in 2000, he pledged that if his socialist party won power he would govern Spain in accordance with the principles laid out in Philip Pettit's 1997 book Republicanism, which presented, as an alternative to liberalism and communitarianism, a theory of freedom and government based on the idea of nondomination. When Zapatero was elected President in 2004, he invited Pettit to Spain to give a major speech about his ideas. Zapatero also invited Pettit to monitor Spanish politics and deliver a kind of report card before the next election. Pettit did so, returning to Spain in 2007 to make a presentation in which he gave Zapatero's government a qualified thumbs-up for promoting republican ideals. In this book, Pettit and José Luis Martí provide the historical background to these unusual events, explain the principles of civic republicanism in accessible terms, present Pettit's report and his response to some of its critics, and include an extensive interview with Zapatero himself. In addition, the authors discuss what is required of a political philosophy if it is to play the sort of public role that civic republicanism has been playing in Spain. Pocock on republican liberty and explores the way in which this idea of liberty can be used to illuminate educational practice. It argues that republican liberty is distinct from both positive and negative liberty, and its emphasis on liberty as non-dependency gives the concept of liberty a particularly critical role in contemporary society. Each chapter formulates and expounds the idea that an empire of liberty requires the existence of what are termed ‘liberty-bearing agents’, and shows how education – with a particular emphasis on knowledge – is needed to foster the human powers which allow people to become liberty-bearing. It is also emphasised, however, that republican liberty is non-perfectionist and non-eudaimonic: the core values enshrined in an empire of liberty centre on non-dependency rather than the promulgation of a certain way of life. Drawing on prominent seventeenth century contract theorists, the link between liberty and authority is explained, suggesting that appropriate authoritative structures need to underpin the provision of education, and especially schooling, if educational practice devoted to the pursuit of liberty is to flourish. Liberty and Education will be of value to both educational theorists unfamiliar with republican theory, as well as republican theorists interested in how their theory might play out in education. It critically assesses the official republican philosophy of laïcité which purported to justify the 2004 ban on religious signs in schools. Laïcité is shown to encompass a comprehensive theory of republican citizenship, centered on three ideals: equality (secular neutrality of the public sphere), liberty (individual autonomy and emancipation) and fraternity (civic loyalty to the community of citizens). Challenging official interpretations of laïcité, the book then puts forward a critical republicanism which does not support the hijab ban, yet upholds a revised interpretation of three central republican commitments: secularism, non-domination and civic solidarity. Thus, it articulates a version of secularism which squarely addresses the problem of status quo bias - the fact that Western societies are historically not neutral towards all religions. It also defends a vision of female emancipation which rejects the coercive paternalism inherent in the regulation of religious dress, yet does not leave individuals unaided in the face of religious and secular, patriarchal and ethnocentric domination. Finally, the book outlines a theory of immigrant integration which places the burden of civic integration on basic socio-political institutions, rather than on citizens themselves. Critical republicanism proposes an entirely new approach to the management of religious and cultural pluralism, centred on the pursuit of the progressive ideal of non-domination in existing, non-ideal societies.
