Book excerpt: Excerpt from City of Somerville, Massachusetts, Annual Reports, 1899: With Mayor's Inaugural Address, Delivered Jan. 1, 1900 The total number of feet of pipe laid during the season has been of which feet has been laid in extending the works, and feet in replacing cement-lined mains. Particular attention has been given during the progress of the work to the construction of blow-offs, which serve the double purpose of cleaning out the sediment which accumulates to a greater or less extent in all water systems, and Of flushing out the sewers with which they are connected. Thirty-three of these blow-offs have been constructed during the year. A feature of the department work which has received special attention is the removal of dead ends. A large number of these were formed Upon the introduction of the high service system, and 'have continued a source of annoyance to the present year. During the year this system has been greatly improved by laying Lines of circulation pipes and connecting the dead ends into these pipes, thereby preventing the water from becoming stagnant. Forty-four of these dead ends have been removed during the year. In connection with the removal of dead ends in the Union square district, the water mains have been so re - arranged as to give the high - service pressure to a number of fire hydrants in that section, the water now being delivered at a pressure of 103 pounds to the square inch, making a very effective fire stream without the use of steam fire engines. It is planned to give a similar fire service to Gilman square next year, and perhaps extend it to other business sections of the city. Consider cement alone. The city use-s quantities of it in the construction of streets, sidewalks and buildings, - during the past year over barrels. In 1915 cement was a dollar a barrel; today it is a dollar and' a half; an increase in cost to the city of over in this one item alone. Other materials and supplies have all gone the sam way, and if we carry on our city, we must pay the cost. I cannot at this time see any possibility of a reduced tax' rate the present year, and if this high cost of living continues. It must undoubtedly be increased. The tax rate was reduced last year, but the credit should be given where it belongs, - to the economy in state manage ment.
