Available in PDF, EPUB and Kindle. Book excerpt: A Genre Analysis of Social Change contributes to current scholarship in rhetorical genre studies and discourse analysis in contexts of social change. Diana Wegner explores the ways that historical genre systems can be transformed through the process of discursive uptake across genres and their spheres of activity. In this study such cross-genre uptake is pursued from its beginning in advocacy genres to its incorporation into higher-level, institutional genres. It represents the summation of Wegner’s work over many years on how systems of genre can adapt to change as groups and institutional systems negotiate the uptake of solutions to major social challenges, in this case study the Canadian “Housing First” solution to ending homelessness. Her study shows how rhetorical genre analysis can offer insight into issues related to social justice for marginal groups within society. Introducing the concepts of “deep” and “shallow” genre memory, Wegner analyzes why uptake is problematic and disturbing for those participants in the homelessness genre system who find that the receiving genre does not “remember” the historical moorings of its antecedent contexts. Genre provides an explanatory framework for these uptake dynamics, and for both the re-inscription of power relations and the incremental progress of the shared struggle to help homeless people. The book includes an introduction by Heather Graves.

Book excerpt: Small Canadian cities confront serious social issues as a result of the neoliberal economic restructuring practiced by both federal and provincial governments since the 1980s. Drastic spending reductions and ongoing restraint in social assistance, income supports, and the provision of affordable housing, combined with the offloading of social responsibilities onto municipalities, has contributed to the generalization of social issues once chiefly associated with Canada’s largest urban centres. As the investigations in this volume illustrate, while some communities responded to these issues with inclusionary and progressive actions others were more exclusionary and reactive—revealing forms of discrimination, exclusion, and “othering” in the implementation of practices and policies. Importantly, however their investigations reveal a broad range of responses to the social issues they face. No matter the process and results of the proposed solutions, what the contributors uncovered were distinctive attributes of the small city as it struggles to confront increasingly complex social issues. If local governments accept a social agenda as part of its responsibilities, the contributors to Small Cities, Big Issues believe that small cities can succeed in reconceiving community based on the ideals of acceptance, accommodation, and inclusion.

There are a number of barriers that prevent effective responses to homelessness, including a lack of agreement on the fundamental question: what is homelessness? In Multiple Barriers, Alison Smith explores the forces that shape intergovernmental and multilevel governance dynamics to help better understand why, despite the best efforts of community and advocacy groups, homelessness remains as persistent as ever. Drawing on nearly 100 interviews with key actors in Vancouver, Calgary, Toronto, and Montreal, as well as extensive participant observation, Smith argues that institutional differences across cities interact with ideas regarding homelessness to contribute to very different models of governance. Multiple Barriers shows that the genuine involvement of locally based service providers, with the development of policy, are necessary for an effective, equitable, and enduring solution to the homelessness crisis in Canada.

Roads to Prosperity: Economic Development Lessons from Midsize Canadian Cities explores the relative prosperity of midsize Canadian urban areas (population 50,000 to 400,000) over the past two decades. Communities throughout North America have strived for decades to maintain and enhance the prosperity of their residents. In the areas that are the focus of this research, the results of these efforts have been mixed—some communities have been relatively successful while others have fallen further behind the national averages. Midsize cities often lack the resources, both internal and external, to sustain and enhance their prosperity. Policies and strategies that have been successful in larger urban areas may be less effective (or unaffordable) in smaller ones. Roads to Prosperity first examines the economic structure of forty-two Canadian urban regions that fall within the midsize range to determine the economic specializations that characterize these communities and to trace how these specializations have evolved over the time period between 1991 and 2011. While urban areas with an economic base of natural resource or manufacturing industries tend to retain this economic function over the years, communities that rely on the service industries have been much more likely to experience some degree of restructuring in their economies over the past twenty years. The overall trend among these communities has been for their employment profiles to become more similar and for their economic specialization to fade over time. The second part of the book looks at a number of currently popular economic development strategies as they have been applied to midsize urban areas and their success and failures. While there appears to be no single economic development strategy that will lead to greater prosperity for every community, Sands and Reese explore the various factors that help explain why some work and others don’t. Those with an interest in urban planning and community development will find this monograph highly informative.
