Book excerpt: Only monuments remind us today of the golden age of Czernowitz, once the lively capital of the Bukovina, the easternmost region of the Austro-Hungarian Empire. Even after the once-mighty empire crumbled in 1918, Czernowitz remained a haven of multicultural coexistence, peopled by Jews, Ruthenes, Bessarabians, Germans, Turks, Poles, and Armenians and animated by a proudly Austrian culture. That culture, literary and cosmopolitan, has vanished from this corner of Europe. Local fascists, the Nazis and the Holocaust, and the region’s absorption into the Soviet Union insured that the past has here been lost irretrievably. Now the Bukowina is part of Ukraine, where history is being made again. Otto Appenzeller is a child of prewar Czernowitz, where he absorbed its culture even as the storm clouds gathered. He was born there in 1927; his father was an architect and professor and his mother an accountant. He and his parents escaped the horror of pogroms by emigrating after he joined the Czech brigade, which supported the Soviet efforts to defeat the Germans. He became a neurologist and was delighted to know at least three boyhood acquaintances from this small city followed similar paths in medicine. For him, translating this book summons memories of literary evenings and family gatherings in the old style and festive occasions to celebrate an era that has now long vanished. Many rivers in Europe and in other parts of the world are significantly polluted by insufficiently treated or untreated wastewater discharge. This book is based on the discussions and papers prepared for the NATO Advanced Research Workshop that took place in Lviv, Ukraine, and addressed recent advances in water supply and wastewater treatment as a prerequisite for a safer society and environment. The contributions critically assess the existing knowledge on urban water management and provide an overview of the current water management issues, especially in the countries in transition in Central and Eastern Europe and in the Mediterranean Dialogue countries.

Book excerpt: When Poland and Ukraine introduced their political, social and economic system reforms at the beginning of the 1990s, both economies were at a similar level of economic development (GDP $9,500 per capita). However, in 2018, Ukrainian GDP per capita had remained at the same levels since 1991, while in Poland, it had increased significantly, to more than $27,000 per capita. This book assesses the reasons for the growing gap between the level of economic development in Ukraine and Poland. It examines the course of events and evaluates the effectiveness of the system transformations, both in the context of the economy, as a whole, and in individual regions (Polish ‘voivodeships’ (provinces) and Ukrainian ‘oblasts’). It also analyzes the consequences of the 2008–2009 Ukrainian-Russian gas conflict and 2013–2014 Euromaidan events for the Ukrainian economy. Additionally, the authors offer an insight into the migration movements, which have recently been observed in Poland and Ukraine. This is the first comprehensive, comparative analysis concerning the spatial diversification of economic development in these two countries, and the authors highlight the ways in which these reforms have proved effective in Poland and hardly effective in Ukraine. This analysis helps to identify the basic interrelations between the core macroeconomic variables at the regional level and the impact of political events from both a national and regional perspective. The book will appeal to academics, researchers and policy makers interested in the economic and political changes in these two countries, in a comparative setting and on national and regional levels, as well as those working on issues of EU integration.

This book presents the proceedings of the NATO Advanced Research Workshop (ARW) Engaging the Public to Fight the Consequences of Terrorism and Disasters, held in Tbilisi, Georgia, in June 2014. The purpose of the workshop was to analyze accumulated European theoretical knowledge and practical experience in the field of disaster prevention and the involvement of the public in preventing and fighting the consequences of terrorism, as well as natural and man-made disasters. There was a particular focus on the perspective of the region, especially with a view to meeting European Union standards and setting uniform and independent standards for hazard and risk assessment methods. The protection of economically critical infrastructure, such as dams, pipelines and transport and storage facilities, was addressed as were the issues of managing water and non-renewable resources, the disposal of dangerous chemicals and radioactive waste, and defensible methods of transport for fuel supplies and key personnel. Contributions reflected the extensive experience of the participating NATO and partner countries, including Armenia, Austria, Bulgaria, Georgia, Germany, Italy, Moldova, the Netherlands, Romania, Turkey and Ukraine as well as international organizations such as UNECE and NATO.
