Book excerpt: This paper uses panel data to decompose total poverty into its chronic and transient components and to estimate the determinants of each type of poverty for the case of Mexico. It was found that 69 percent of total poverty is chronic and 31 percent is transient. Using censored quantile regressions techniques, it was observed that the variables explaining chronic poverty are different from those explaining transient poverty. These results indicate that chronic poverty is an issue which should have a high priority on the public policy agenda and that different public policies are needed to target chronic and transient poverty.

While there are many studies about poverty in Mexico, there are very few studies about the dynamics of poverty. The purpose of this paper is to measure chronic and transient poverty in Mexico and to analyze its determinants. Design/methodology/approach Based on the spells approach, a transition matrix was estimated and a multinomial logistic regression analysis was conducted to investigate the effects of various socioeconomic and demographic variables upon the dynamics of poverty. Findings It was found that 36 percent of households are chronically poor and 64 percent are transiently poor. The results show that variables directly related to chronic poverty are: belonging to an ethnic minority group, living in a rural area, a large family size, having a high percentage of older adults and children in the household and having a female household head. Having more education, having more assets, the age of the household head and having access to potable water and electricity in the household are variables positively related with the probability of escaping poverty. Originality/value To our knowledge, this is the first study on the dynamics of poverty using the spells approach for Mexico as a whole, not just for urban areas. The value of this work is that it estimates chronic and transitory poverty in Mexico as well as their possible determinants. The study findings can be used by the government to design and implement public policies to alleviate both chronic and transient poverty in Mexico.

Book excerpt: Through the application of poverty transition analysis for years 2006-2010, the paper found that between 27% and 32% of the Mexican population could be considered as chronically poor (Tpp), and that between 42% and 47% could be considered as sustainable not poor (Tnn). In turn, between 12% and 15% could be considered entering poverty in a downward mobility phase (Tnp), and between 10% and 12% could be considered leaving poverty in an upward mobility phase (Tpn). Populations in Tpp and Tnp status are mostly characterized by their lacking of access to health, to social security, and food on a regular basis. All of these seem to imply that it is vulnerability to idiosyncratic or systemic crisis what keep them in a low well-being situation.

Book excerpt: One out of every five Latin Americans or around 130 million people have never known anything but poverty, subsisting on less than US$4-a-day throughout their lives. These are the region ́s chronically poor, who have remained so despite unprecedented inroads against poverty in Latin America and the Caribbean since the turn of the century. Left Behind: Chronic Poverty in Latin America and the Caribbean takes a closer look at the region’s entrenched poor, who and where they are, and how existing policies need to change in order to effectively assist them. The book shows significant variations of rates of chronic poverty both across and within countries. Within a single country, some regions show incidence rates up to eight times higher than the lowest. Despite the higher rates of chronic poverty in rural areas, chronic poverty is as much an urban as a rural issue. In fact, considering absolute numbers, urban areas in many countries, including Chile, Brazil, Mexico, Colombia and the Dominican Republic, have more chronic poor than rural areas. Undoubtedly the region has come a long way during the decade in terms of poverty reduction, guided by a mix of sustained growth and increased levels in amounts and quality of public spending and programs targeted directly or indirectly to the chronic poor. While improving endowments and the context where the chronic poor live is a necessary condition going forward, the decade’s experience suggests that it may not be enough to reach the chronic poor. The book posits that refinements to the existing policy toolkit †“ as opposed to more programs †“ may come a long way in helping the remaining poor. These refinements include intensifying efforts to improve coordination between different social and economic programs, which can boost the income generation process and deal with the intergenerational transmission of chronic poverty by investing in early childhood development. Equally important though, there is an urgent need to adapt programs to directly address the psychological toll of chronic poverty on people’s mindset and aspirations, which currently undermines the effectiveness of the existing policy efforts.

That remarkable civilization created those huge stone heads with developments that spearheaded and vitalized every subsequent Mesoamerican civilization that followed. The Olmecs, and the Maya, who succeeded them, created the concept of zero, an incredible development in mathematical computation. This book begins with the Olmecs, tracing successor civilizations to the last Mesoamerican Empire, the Aztecs. I describe Aztec life, ritual, cuisine, and development until, in August 1521, this civilization was conquered by Spanish conquistadors. Much of the Aztecs, their people, and royalty are known today by way of Spanish ethnographers and historians who authored codices writing and describing what they saw even as that civilization was changed. That change was permanent. Aztec ritual and its polytheism were altered by Spanish missionaries and enforced by the Inquisition. From 1521 until 1821, Spanish Colonial authorities imposed forced labor in varying forms. Colonialism was overthrown in 1821, and Mexico now entered a new era. This book describes those changes as well as the challenges the government today faces in addressing many disparities in its policies. Healthcare challenges, with systemic poverty as well as the drug war preoccupies much energy in the government's efforts to address them. Mexico also has a large Jewish population whose history was marked by secrecy and Spanish efforts to eradicate this ancient religion. Today's Zocalo, in the heart of Centro Historico, was the place where Jews were burned to death in public admonition against Jewish practice. Another site for such death was the nearby ex-Convento of San Diego, opposite the Grand Palace de Belles Artes. Today's Jews are thriving, and Mexico-Israel relations are strong. This book would not be complete without describing my visits to the country. In My Visit, I describe the different ports I visited while aboard cruise ships. But many more months in the country were spent in San Miguel de Allende and in Mexico City. I describe these visits, their people, and the many nuances of Mexican life. The Mexican constitution recognizes 69 ethnic languages and speakers who are scattered but who primarily live in its southern states. Many ethnic languages are so diverse, that their dialects are unintelligible to the same language group. Language creates the core bonds of society and such multiplicity provides insight into the huge diversity of identity and of life in Mexico. This book is the 14th in the Journey series and is my first book on the American continent. I hope I have done justice to the vast complexity of this society.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

As this year’s Poverty and Shared Prosperity report documents, the world continues to make progress toward these goals. In 2015, approximately one-tenth of the world’s population lived in extreme poverty, and the incomes of the bottom 40 percent rose in 77 percent of economies studied. But success cannot be taken for granted. Poverty remains high in Sub- Saharan Africa, as well as in fragile and conflict-affected states. At the same time, most of the world’s poor now live in middle-income countries, which tend to have higher national poverty lines. This year’s report tracks poverty comparisons at two higher poverty thresholds—$3.20 and $5.50 per day—which are typical of standards in lower- and upper-middle-income countries. In addition, the report introduces a societal poverty line based on each economy’s median income or consumption. Poverty and Shared Prosperity 2018: Piecing Together the Poverty Puzzle also recognizes that poverty is not only about income and consumption—and it introduces a multidimensional poverty measure that adds other factors, such as access to education, electricity, drinking water, and sanitation. It also explores how inequality within households could affect the global profile of the poor. First is the eradication of chronic extreme poverty bringing the number of extremely poor people, defined as those living on less than 1.25 purchasing power parity (PPP)†“adjusted dollars a day, to less than 3 percent of the world’s population by 2030.The second is the boosting of shared prosperity, defined as promoting the growth of per capita real income of the poorest 40 percent of the population in each country. In 2015, United Nations member nations agreed in New York to a set of post-2015 Sustainable Development Goals (SDGs), the first and foremost of which is the eradication of extreme poverty everywhere, in all its forms. Both the language and the spirit of the SDG objective reflect the growing acceptance of the idea that poverty is a multidimensional concept that reflects multiple deprivations in various aspects of well-being. That said, there is much less agreement on the best ways in which those deprivations should be measured, and on whether or how information on them should be aggregated. Monitoring Global Poverty: Report of the Commission on Global Poverty advises the World Bank on the measurement and monitoring of global poverty in two areas: What should be the interpretation of the definition of extreme poverty, set in 2015 in PPP-adjusted dollars a day per person? What choices should the Bank make regarding complementary monetary and nonmonetary poverty measures to be tracked and made available to policy makers? The World Bank plays an important role in shaping the global debate on combating poverty, and the indicators and data that the Bank collates and makes available shape opinion and actual policies in client countries, and, to a certain extent, in all countries. How we answer the above questions can therefore have a major influence on the global economy.

Book excerpt: Latin America and the Caribbean (LAC) have made laudable progress in the past fifteen years in reducing poverty, building the middle class, and promoting prosperity for all levels of society. Recently, the World Bank announced a twin strategy for going forward: (1) to end extreme poverty at the global level by 2030; and (2) to promote shared prosperity. This brief reviews LAC's progress toward these objectives, outlines the continuing challenges, and proposes a policy framework for keeping the region on its upward arc and picking up the speed. The World Bank's indicator of shared prosperity underscores that recent years' economic expansion in LAC has benefited the less well-off. But despite LAC's strong gains in shared prosperity, going forward it faces significant hurdles to delivering the sustained high levels of economic growth and welfare gains that many other regions of the world have achieved. Reform agendas that are underway in a number of the region's countries are helping acclerate shared prosperity. The region now needs second-generation reforms that will reinforce the "virtuous cycle" of economic growth and equity to foster shared prosperity. This brief highlights four important policy themes that LAC vountries should consider to keep on track in the years ahead.
