Book excerpt: This book offers a comprehensive overview of contemporary issues of regional development. It places particular emphasis on its socio-economic and socio-political determinants which accompany the problem of existing and ever-widening differences in the level of regional development in various parts of Europe. In order to diagnose the scale of those differences and to indicate the main forces behind the divergence of development, the authors propose an original systematisation of regional development factors, drawing attention to the need to consider them within the framework of present-day socio-economic megatrends. The proposed approach to the development factors is also used for the author's operationalisation of the concept of territorial capital, which is at the centre of regional place-based policy. The wide spatial aspect of the analysis (national and local) and its extensive temporal scope (2004-2019) yields unique results and creates an important element of added value for this book, which shows the regularities of the process of regional development in Europe at three spatial levels - pan-European, national and intra-regional. Furthermore, it indicates the challenges faced by regionalists who attempt to carry out research on different territorial levels with a diverse number of units (205 EU regions, 16 Polish voivodeships, 2,478 Polish local units) and extended observation periods (2004-2017). The solutions proposed by the authors, who show the potential of overcoming the barriers resulting from limited access to complete and comparable statistical data series, should be inspiring for many researchers. The unique results of direct research carried out on a large sample of respondents and entrepreneurs via diverse field research techniques constitute a valuable source of information on local conditions that impact contemporary development processes in less developed regions. Their value is even greater because they were carried out in a unique laboratory created by the authors for testing the regularity of formation and impact of socio-economic development factors in various locally determined conditions of this process. It consists of purposefully selected test units (LAU2). Located in a less developed region, they represent all growth types and functional test units identified in the course of the research. Consequently, the results obtained may be generalised and applied to other areas showing similar features of territorial capital. The monograph is addressed primarily to a wide group of regionalists connected with economic and social sciences as well as to practitioners involved in the implementation of development policies at various levels.

Book excerpt: Methods used for regional development analysis are employed mainly to make forecasts and comparisons. Forecasting models of various types (e.g. econometric models) are usually used for forecasting. Recently, vector-autoregressive models (VAR) have become popular. These models were proposed by Sims in 1980. On the contrary, taxonomic methods (that are in the center of attention as far as the present publication is concerned) are most often employed to make comparisons. Linear ordering methods, including standard methods, are the most popular among ta- nomic methods. They are based on different distance and similarity measures, which leads to the fact that they do not always provide reliable information. When, for example, one construes the standard for a base year and then compares it with data for other years, it may turn out that the measure determined will have worse values than the standard for a real object (region, micro region) although this object is better from the standard. Hence, one must look for new methods employed in regional development analysis or improve hitherto existing ones in such a way so that information obtained re?ects the reality to a larger extent. The main aim of the present publication is to work out methodological basis for regional development analysis based on vector calculus together with assumptions about computer system supporting the implementation of the method suggested.

Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Drawing on a variety of practical experiences from OECD regions and cities, the report discusses methodological and political solutions for selecting regional well-being outcome indicators, monitoring the progress of regional well-being over time, and implementing a process of multi-stakeholder engagement to promote social change.

The work covers nearly fifty years of this debate between the publication of two pivotal works in 1947 and 1994. Anna Sosnowska provides an insightful interpretation of how local and generational experience shaped the notions of post-1945 Polish historians about Eastern European backwardness, and how their debate influenced Western historical sociology, social theories of development and dependency in peripheral areas, and the image of Eastern Europe in Western, Marxist-inspired social science. Although created under the adverse conditions of state socialism and censorship, this body of scholarship had an important repercussion in international social science of the post-war period, contributing an emphasis on international comparisons, as well as a stress on social theory and explanations. Sosnowska's analysis also helps to understand current differences that lead to conflicts between Europe’s richest and economically most developed core and its southern and eastern peripheries. The historians she studies also investigated analogies between paths in Eastern Europe and regions of West Africa, Latin America and East Asia.
