And the way in w ich they effected this may be easily stated. As long as it was generally be lieved that the wealth of a country consists of its gold, it was of course also believed that the sole object of trade is to increase the in ux of the precious metals; it, there fore, became natural that Government should be ex coted to take measures by which such in ux could be secured. This, however, could only be done by draining other countries of their gold; a result which the for precisel the same reason, strenuo ous y resisted. 'iy'he consequence was, that any idea of real reciprocity was impossible: every commercial treaty was an attempt made by one nation to outwit another; every new tariff was a declaration of hostility; and that which ought to be the most peaceable of all pursuits became one of the causes of those national jealousies and national ani mosities by which war is mainly promoted. But when it was once clearly understood that gold and silver are not wealth, but are merel the representatives of wealth; when men began to see that wealth itself solely consists of the value which skill and labor can add to the raw material, and that money is of no possible use to a nation except to measure and circulate their riches; when these great truths were recog nized, all the old notions respecting the balance of trade, and the supreme im orto ance of the precious metals, at once fe l to the ground. These enormous errors being dispersed, the true theory of barter was easily worked out. It was perceived, that if commerce is allowed to be free, its advan tages will be shared by eve country which engages in it; that, in the a sence of mono po y, the benefits of trade are of necessity reci rocal; and tha so far from depending on t e amount of go (i received, they simply arise from the facility with which a nation gets rid of those commodities which it can produce most cheaply, and receives in re. Why do people participate in contentious politics when they could reap benefits if they were to abstain? In Envy in Politics, Gwyneth McClendon contends that if we want to understand these and other forms of puzzling political behavior, we should pay attention to envy, spite, and the pursuit of admiration--all manifestations of our desire to maintain or enhance our status within groups. Drawing together insights from political philosophy, behavioral economics, psychology, and anthropology, McClendon explores how and under what conditions status motivations influence politics. Through surveys, case studies, interviews, and an experiment, McClendon argues that when concerns about in-group status are unmanaged by social conventions or are explicitly primed by elites, status motivations can become drivers of public opinion and political participation. McClendon focuses on the United States and South Africa—two countries that provide tough tests for her arguments while also demonstrating that the arguments apply in different contexts. From debates over redistribution to the mobilization of collective action, Envy in Politics presents the first theoretical and empirical investigation of the connection between status motivations and political behavior.
