Once seen by many as a colonial interloper in the South Pacific, by the early 2000s, after it ended nuclear testing in French Polynesia and negotiated transitional Accords responding to independence demands in New Caledonia, France seems to have become generally accepted as a regional partner, even if its efforts concentrate on its own territories rather than the independent island states. But Frances future in the region has yet to be secured. By 2014 it is to have handed over a set of agreed autonomies to the New Caledonian government, before an independence referendum process begins. Past experience suggests that a final resolution of the status of New Caledonia will be divisive and could lead once again to violent confrontations. In French Polynesia, calls continue for independence and for treatment under UN decolonisation procedures, which France opposes. Other island leaders are watching, so far putting faith in the Noumea Accord, but wary of the final stages. By the middle of 1986, the South African Government had succeeded in containing the township revolt, but its hesitant moves towards reform had brought the end of apartheid no closer. The intransigent figure of President P.W. Botha ensured a continuing stalemate until his reluctant departure from office in August 1989. The subsequent election of F.W. de Klerk marked the beginning of irrevocable change, symbolised by the release of Nelson Mandela from prison in February 1990. This volume documents the role of the United Kingdom in keeping pressure on the South African Government, building contacts with the African National Congress (ANC) and giving decisive encouragement to President de Klerk’s reform initiatives. It reveals recurrent differences of approach between the Foreign and Commonwealth Office and Prime Minister Margaret Thatcher. However, it also shows that despite her frequent confrontations with the international community in general, and the Commonwealth in particular, Mrs Thatcher repeatedly brought pressure to President Botha and strongly supported President de Klerk during his first crucial months in office. Her part in bringing about change in South Africa was fully appreciated by Nelson Mandela, whose first meeting with Mrs Thatcher concludes the volume. Book excerpt: This book explores partisan dealignment in France between 1978 and 2012, with a particular focus on the blue-collar electorate and its relationship with the political parties of the established left (the Socialist Party, or Parti socialiste, and the Communist Party, or Parti communiste français). It highlights the distinctiveness of blue-collar partisanship in a context of significant political, social and economic change and compares it with patterns of partisanship in the wider electorate. The voter-party relationship is self-evidently a bilateral one which can be modified both on the demand side, because voters change, and on the supply side, because parties change. Four factors are identified as playing a key role in partisan dealignment: value change, policy convergence, political sophistication and political trust. There is compelling evidence that while each of these makes a contribution, it is changes in the behaviour of the parties that are driving partisan dealignment among blue-collar workers in France.

It sets out to trace the development of post-war French antiracism through the life of antiracist organizations, setting this within a broader historical, political and social context. It breaks new ground in that it analyses antiracism as a body of ideas in its own right, rather than as a mirror image of racism. The author uses previously unpublished archival material from French organizations combined with observations from current events. She argues that antiracist discourses and practices are structured around four main themes: discrimination, representation, solidarity and hegemony. While perceptions of discrimination have evolved into complex understandings of social exclusion, the representational functions of antiracist groups were challenged by immigrant workers movements themselves. Solidarity remained central to antiracist practices in different political contexts. Underpinning these features lies a hegemonic social project through which antiracists have sought to promote a 'common sense' through political and educational campaigns. The author concludes that French antiracism although constantly changing and refocusing is now a pluralist, transversal, hegemonic movement and an important component of civil society.
