Book excerpt: Since opening to the outside world and embarking on an economic reform programme in 1978, China has had one of the highest rates of sustained economic growth and poverty reduction in the world. However, during the 1990s several challenges emerged in relation to levels of inequality and environmental degradation. This evaluative report on the relative effectiveness of World Bank assistance to China focuses on the period 1993-2002, although it includes some references to developments in earlier and more recent years also. Findings include that the World Bank has made important contributions to economic reform, poverty reduction, infrastructure development, and environmental protection, but has fallen short of its objectives in promoting fiscal and financial reforms to reduce inequality and risk.

Book excerpt: In this paper, we present the most comprehensive estimates of China’s government balance sheet to date. Based on these estimates, we show how major shifts in fiscal policy over the last two decades have shaped the health of the public sector prior to the Covid-19 pandemic. We find that, at US$12.5 trillion, China has the largest stock of financial assets in the world. However, its net financial worth as a percent of GDP—though still higher than the large majority of countries—has declined over the last decade. This trend can be traced back to the turn of the century when China undertook a major restructuring of its state-owned enterprises but left important shortcomings in the intergovernmental fiscal system unaddressed. Compounding these risks, reform momentum stalled in the aftermath of the global financial crisis leading to high leverage and falling profitability among state-owned enterprises.

Book excerpt: This report builds on the framework laid out in the 1997 Country Economic Memorandum, "China 2020: Development Challenges in the New Century, " and its companion reports, which remain largely valid. This report focuses on the near term. The difficulty of dealing with China's main macroeconomic challenge, weakened domestic demand, has been compounded by the Asia crisis and the global economic slowdown. These challenges come at a critical juncture in China's structural reform program. Unemployment and demand for social protection has increased, and corporate debt pressures are building, in line with the transition to a more market-based economy. However, the country's large and partly insulated domestic economy has inoculated it to some degree against contagion from its less fortunate neighbors. Having weathered the storm so far, China can learn lessons from other countries that have experienced difficulties and, hence, mitigate against the risk of a crisis. The major policy issue for China is how to respond to near-term growth pressures in ways that reinforce structural reform and economic development. Policymakers have to focus on pro-growth reforms that support the development of the labor-absorbing service sector. Also, enterprise restructuring and corporate governance strengthening must remain high priorities. Finally, China needs to support structural measures that increase household demand by raising rural incomes and supporting safety net programs.
