Book excerpt: Urbanizing China in War and Peace rewrites the history of rural-urban relations in the first half of the twentieth century by arguing that urbanization is a total societal transformation and as important a factor as revolution, nationalism, or modernity in the history of modern China. Linking the global and the local in space and time, China's urbanization was not only driven by industrial capitalism and the expansion of the state, but also shaped how these forces influenced daily life in the city and the countryside. Although the conflict that beset China after the Japanese invasion in 1937 affected the development of cities, towns, and villages, it did not derail previous changes. To truly understand how China has emerged as the world's largest urban society, we must consider such continuities across the first half of the twentieth century—during periods of war as well as peace. The book focuses on Wuxi, a city that lies a hundred miles to the west of Shanghai. In the early twentieth century local industrialists were responsible for it quickly becoming the largest industrial city in China outside treaty ports. They built factories, roads, and other infrastructure outside the old city walls and in surrounding towns and villages. Chapters examine the county's transformation as recorded in guidebooks and travel magazines of the time and the role of the state in the early 1920s and into the Nanjing Decade, when new administrative laws led to the continued expansion of the city under both municipal and county officials. They explore the revival of the silk industry during the Japanese occupation and the industry's role in driving urbanization, as well as efforts by Chinese leaders to carry out prewar development plans despite lockdowns and qingxiang (clean the countryside) campaigns. In the midst of the barbed wire and watch towers, plans to shape the built environment in Wuxi County and the region as a whole persisted and were carried out. Ambitious and well researched, Urbanizing China in War and Peace will appeal to scholars and students of Chinese urban history, the Anti-Japanese War of Resistance, and the Republican period. Its engagement with issues of urbanization in general will interest urban historians of other times and places.

Of the permanent members of the UN Security Council, China is also the largest contributor in terms of troop numbers to United Nations Peacekeeping Operations (UNPKO). While China’s potential to be a force for change in Africa is undeniable, there are wildly varied and sometimes unrealistic expectations in both the West and Africa of China’s role in Africa. A more detailed and nuanced understanding of Chinese motivations in its African engagement is necessary, in order to work effectively with China for African peace, security and development. With Liberia, Darfur and South Sudan as case studies, Kuo comprehensively examines the "Chinese peace" and places it within the context of the liberal peace debate. He does so using primary sources translated from the original Chinese, as well as interviews conducted in Mandarin with Chinese policymakers, academics, diplomats as well as Chinese company managers and businessmen working in Liberia and South Sudan. He also traces and analyses the Chinese discourse of peace, from traditional Chinese political philosophy, through Mao Zedong and Deng Xiaoping to post-reform and the Xi Jinping era.

Kang’s China Rising, which is a fine example of an author making use of creative thinking skills to reach a conclusion that flies in the face of traditional thinking. The conventional view that the book opposed, known in international relations as ‘realism,’ was that the rise of any new global power results in global or regional instability. As such, China’s development as a world economic powerhouse worried mainstream western geopolitical scholars, whose concerns were based on the realist assumption that individual countries will inevitably compete for dominance. Evaluating these arguments, and finding both their relevance and adequacy wanting, Kang instead turned traditional thinking on its head by looking at Asian history without preconceptions, and with analytical open-mindedness. Producing several novel explanations for existing evidence, Kang concludes that China’s neighbors do not want to compete with it in the way that realist interpretations predict. Rather than creating instability by jockeying for position, he argues, surrounding countries are happy for China to be acknowledged as a leader, believing that its dominant position will stabilize Asia, and give the whole region more of a hand in international relations. Though critics have taken issue with Kang’s conclusions, his paradigm-shifting approach is nevertheless an excellent example of developing fresh new conclusions through creative thinking.

Book excerpt: Since the second century BC the Confucian Classics, endorsed by the successive ruling houses of imperial China, had stood in tension with the statist ideals of “big government.” In Northern Song China (960–1127), a group of reform-minded statesmen and thinkers sought to remove the tension between the two by revisiting the highly controversial classic, the Rituals of Zhou: the administrative blueprint of an archaic bureaucratic state with the six ministries of some 370 offices staffed by close to 94,000 men. With their revisionist approaches, they reinvented it as the constitution of state activism. Most importantly, the reform-councilor Wang Anshi’s (1021–1086) new commentary on the Rituals of Zhou rose to preeminence during the New Policies period (ca. 1068–1125), only to be swept into the dustbin of history afterward. By reconstructing his revisionist exegesis from its partial remains, this book illuminates the interplay between classics, thinkers, and government in statist reform, and explains why the uneasy marriage between classics and state activism had to fail in imperial China.

Taking a decolonial approach and rooted in China's cultural and epistemic terms, the title first describes three traditions of the concept of harmony in ancient Chinese thought and then analyses three strands of contemporary Chinese IR theory that draw upon this traditional thinking. Despite their similarities in advocating a radical deepening of China's relations with other countries and intense interdependence as essential for global peace and prosperity, these Chinese IR theories understand the concept of harmony in different ways and present different recommendations for achieving harmonious relations. Based on this framework of harmonious IR, Chinese social scientists also argue for new directions in Chinese foreign policy in a manner that is complementary with China's policymaking system. In the case-study section, the authors apply harmonious IR perspectives to the Belt and Road Initiative and demonstrate how a better understanding of Chinese IR theories can shed light on motivations behind Chinese foreign policy. Senior officials of the Nixon, Ford, Carter, and Reagan administrations had little experience dealing with the Chinese, but they soon learned that their counterparts from the People's Republic were skilled negotiators. This study of Chinese negotiating behavior explores the ways senior officials of the PRC--Mao Zedong, Zhou Enlai, Deng Xiaoping, and others--managed these high-level political negotiations with their new American "old friends." It follows the negotiating process step by step, and concludes with guidelines for dealing with Chinese officials. Originally written for the RAND Corporation, this study was classified because it drew on the official negotiating record. It was subsequently declassified, and RAND published the study in 1995. For this edition, Solomon has added a new introduction, and Chas Freeman has written an interpretive essay describing the ways in which Chinese negotiating behavior has, and has not, changed since the original study. The bibiliography has been updated as well.
