If China were to rely heavily on food produced outside of China, the massive volume of food imports would raise food prices internationally. This book examines a series of water issues, beginning with a description of the water shortage problems in China, particularly in the northern part of the country. It then looks at the government and farmers' responses and whether past policies have been effective in resolving the water problems. Managing Water on China’s Farms documents the change of existing and new water management institutional forms over time and across provinces throughout northern China, and then assesses the impacts of these changes in the rural sector. Book excerpt: The Chinese government has taken measurements such as adjusting water pricing policies to address the issue of water scarcity. Since China charges a lower water price than the international standard and per capita water availability in China is relatively small, the government has been seeking to determine the effective rate and an appropriate pricing structure. In this paper, we evaluate how residents respond to changes in water prices, and if they do, to assess the feasibility of pricing policies. We construct a double-log demand function model based on data we have collected, which includes variables related to eight cities during the period from 1998 to 2015. Price elasticity can be an indicator of how consumers react to changes in price. Thus, we control unobserved city effects to estimate price elasticities for our study. Additionally, we apply a varying-coefficient model for horizontal comparison in price elasticities across eight municipalities. Our results indicate that water price is inelastic for most of the cities. However, we could not find any substantial evidence to show that the effectiveness of increasing block rate (IBR) pricing structure in our study.

Book excerpt: This study reviews 40 years of irrigation development in China including the transformation of the institutional and incentive structures in irrigation management. After rural reforms in the 1970s, irrigation investments slowed until the late 1990s. In North China, farmers became major investors in groundwater irrigation, leading to property rights' transfer of tube wells from collective to private ownership. Despite positive effects in cropping patterns, farmer income and development of groundwater markets, privatisation has accelerated groundwater table deterioration. Since the middle of 1990s, Water User Associations have replaced village collective management of surface irrigation. This approach was adopted by most provinces by early 2001 with mixed results; only institutions with water-saving incentives realised efficient irrigation. The Government is reforming water price policies to provide water-saving incentives to farmers while not hurting their income. While China has focused on water rights and markets, and despite regulations and pilot projects, full implementation of water rights has been slow. Research reveals greater policy scope for expanding irrigation technologies that generate real water saving to rural areas. Given pressure associated with water scarcity and concern for food security, further effective reforms in irrigation and policy incentives are expected. The Government has also initiated some pilot projects to resolve increasing water scarcity problems through adjusting agricultural production activities.

Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market. This type of market reform, the contributors argue, will result in growing economic benefits to both rural and urban households.

Some actions proposed for increased water security are better water resources management, more cross-sector planning, deeper reform of the water pricing system, and creation of water markets.

Book excerpt: "China has experienced a wide-scale and rapid transformation from an agricultural based economy to the manufacturing workshop of the world. The associated relocation of the population from relatively low density rural areas to very high density urban areas is having a significant impact on the quantity and quality of water available as inputs into the production and consumption process, as well as the ability of the water system to absorb and neutralize the waste byproducts deposited into it. Water shortages are most severe in the north of the country, where surface water diversion is excessive and groundwater is being depleted. In addition, the quality of water is deteriorating because of pollution, thereby aggravating existing water shortages. The biggest challenge ahead will be for national and local governments to craft policies and rules within China's complex cultural and legal administrative system that provide incentives for users to increase efficiency of water use, and for polluters to clean up the water they use and return clean water to stream flows. Using a standard public economics framework, water requirements for public goods-such as ecosystem needs-should be set aside first, before allocating property rights in water (to enable water markets to function and generate efficient allocation signals). Even then, water markets will have to be regulated to ensure public goods, such as public health, are not compromised. Until water markets are implemented, staying the course on increasing water and wastewater prices administratively and encouraging water conservation are necessary to reduce the wasting of current scarce water resources, as well as the new water supplies to be provided in the future. This study investigates the key aspects of end canal water pricing for irrigation, including the composition of the water fee, water price determination, water fee collection, and water fee management. The aim of the study is to provide specific reference and guidance for policy making on irrigation water pricing and on related strengthening of farmer WUAs for better end-canal O&M. Based on the literature reviewed for China, this is the first study of its kind which is designed to support policy making on end canal water fee reform, and simultaneously to address both end-canal water pricing and WUA development in that context. The study focuses on water fees for end- canal or tertiary water facilities in Chinese Irrigation Districts (IDs).
