Book excerpt: China has been a practitioner of economic statecraft throughout its history, and in recent decades since Deng Xiaoping opened the country in the 1970s. Chinese use of economic coercion is likely to shape U.S. policy options in Asia and constrain both U.S. policymakers’ and companies’ maneuverability globally. Yet, the fact that China often relies on informal or extralegal measures to implement its economic coercion, the lack of a coordinated U.S. government response, and major methodological differences between Chinese and U.S. approaches to economic coercion have resulted in relatively limited study of this tool. This report sheds light on the nature and breadth of China’s coercive economic policies. It analyzes and classifies the major features of China’s economic coercion and its implications for the United States. It also offers preliminary recommendations for U.S. policymakers and stakeholders to begin addressing the challenge.

Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. However, until the end of Xi Jinping's first term in March 2018, China had been relatively restrained in its use of coercive economic measures. This is puzzling given the conventional belief among scholars and practitioners that sanctions are a middle ground between diplomatic and military/paramilitary action. Using a wide range of methods and data - including in-depth interviews with 76 current and former politicians, policy-makers, diplomats, and commercial actors across 12 countries and 16 cities - Sanctions with Chinese Characteristics: Rhetoric and Restraint in China's Diplomacy examines the ways in which China had employed economic sanctions to further its political objectives, and the factors explaining China's behaviour. This book provides a systematic investigation into the ways in which Chinese decisionmakers approached sanctions both at the United Nations Security Council and unilaterally, and shows how China's longstanding sanctions rhetoric has had a constraining effect on its behaviour, resulting in its inability to employ sanctions in complete alignment with its immediate interests.

The literature reviewed shows that economic statecraft and coercion is a viable policy tool for shaping an opposing state's behavior and the degree to which a state holds an asymmetrical economic advantage influences its ability to wield this tool. China's rising power has made the study and understanding of the conditions under which China will utilize economic coercion an imperative as more states become vulnerable to it. China has already revealed that it is willing to shape state behavior through economic "carrots" and "sticks." As demonstrated by the case studies explored in this book, China uses economic coercion to defend its territorial integrity and sovereignty and its understanding of the status quo. Where it holds an economically asymmetrical advantage, China has targeted specific sectors for coercion as a way to signal resolve. As Chinese economic power continues to rise relative to regional neighbors and the U.S., the feasibility of using economic coercion also increases, making the future employment of economic coercion likely wherever China perceives a threat to its interests that is cannot be solved with its increasing military might.

China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

[...] This paper aims to accomplish three things: take lessons from the recent history of China's use of economic coercion against other jurisdictions, estimate the ultimate financial cost of China's economic coercion against Canada, and examine the options Canada has at its disposal, taking into consideration our convictions and willingness to take action. [...] Can- ada and the rest of the world often treat such episodes as passing news due to the ubiquitous desire among Western countries to gain a bigger share of the Chinese market. [...] I will then compare the structure of our exports to and imports from China, explain the general elasticity of the supply of these goods in relation to their demand, and demonstrate that our trading power is greater than China's in the long term despite our overall smaller economic size.
