Turning away from the all-encompassing emphasis on revolutionary struggle and ideological transformation that characterized the last years of the Maoist era, China's leaders under Deng Xiaoping have initiated dramatic new reform and development policies. In original essays, the contributors, all senior specialists on contemporary China, analyze the reasons for the new policies, the nature and impact of the changes now occurring, and the prospects for a continuation of these policies in the future. Specifically, they examine the Chinese polity as a "consultative authoritarian" system, the farreaching changes in China's agriculture, important shifts in foreign economic relations, the gradual modernization policy pursued by its military leaders, the relaxation of controls on cultural life, and the possibility that current social policies may well increase equality rather than inequality in Chinese society. The authors conclude that it is too early to judge the eventual, long-term outcome of current reforms, which they believe grew out of the political crises and chronic economic problems that afflicted China in the late 1960s and early 1970s. Although they see some opposition and built-in limits to reform, on balance they foresee strong support for continued reform and believe it will be difficult for future leaders to reverse course.

Book excerpt: For more than three decades, all manner of critics of socialist states — non-socialists and socialists alike- have excoriated one of the most unfortunate consequences of the Stalinist-style command economy: its proclivity to favor heavy industry over other economic sectors. Ironically, these systems set up in the name of "the people's" interest shortchanged their constituents' livelihood, as factories and foundries spewed out an endless stream of machinery and metals at the expense of consumer items and daily necessities. In the late 197o's, after the death of Mao Zedong, Chinese leaders were able openly and soberly to scrutinize their faltering industrial system. Under the determined leadership of Deng Xiaoping, they quickly altered the proportions of industrial output in favor of consumer goods. The Chinese leaders had two chief economic goals: to increase the financial returns to the central government and to lay the foundation for a reoriented future pattern of national growth that would give China a secure niche in world markets. They also hoped to open up new employment channels and to meet mass needs for consumer goods. This study shows why and how these goals were chosen and spells out how they were realized. Though there is no evidence of conscious borrowing, in its vision and tactics the agenda the Chinese leaders chose was highly resonant with what is elsewhere labeled "industrial policy." For this reason, the book draws on the literature of industrial policy in France and Japan, where this form of policy first took root, rather than adopting the more conventional model of comparative communism. The book uncovers striking similarities between China's post-1979 plan and what occurred in France and Japan after World War II, at the level of elite perception and goals and in societal, behavioral terms. These similar conditions- in context, decision-making pattern, and implementation style provide the framework of analysis for this volume, a framework that could be applied to ex-colonial and dependent Third World economies as well as to more authoritarian socialist planning systems.

Although doubts about the long-term commitment to reform arose after the student protests in December 1986 and the dismissal of Party General Secretary Hu Yaobang in January 1987, the scope of reform has been so broad and the pace of change so rapid, that the post-Mao era fully warrants Den Xiaoping's description of it as the "second revolution" undertaken by the Chinese Communist Party.

McCormick develops a theory of Leninist states to explore the prospects for these reforms. He finds that, although the Chinese people have made significant economic and political gains, the basic contours of the state remain unchanged, and as events in June 1989 clearly showed, reform has not diminished the state’s ability to impose its prerogatives on society. Drawing on Weber’s political sociology, McCormick argues that patronage and corruption are integral aspects of Leninist rulership. Reformers have attempted to promote democracy and law and to fight corruption, but when they attempt to implement their programs through traditional hierarchical Leninist institutions, lower-level cadres have been able to utilize patronage networks to blunt the impact of reform and protect their personal agendas. In his case studies of the legal system, the people’s congress, and party rectification, McCormick points up these obstacles to progressive change and assesses the extent to which reformers’ goals have been realized. He shows that, despite the often radical nature of the reform movements, the principal dimensions of the Leninist system—one party rule, state domination of the economy, a confining ideology—remain largely intact. These findings will be of interest to China specialists as well as students of comparative communism and Leninist states. This book is built on extensive personal interviews with former members of Zhao Ziyang's "brain trust," the Chinese Economic System Reform Research Institute (SRI), and on the wealth of material on reform to emerge in the last five years. It addresses a void in our knowledge of this dynamic decade of reform by recounting the story of the SRI in the voice of its members and placing it in the context of elite politics as well as in the context of the institute as a catalyst for opening issues of reform and post-communist transitions.
