Book excerpt: Following significant interethnic violence beginning in 2008, Chinese intellectuals and policymakers are now engaged in unprecedented debate over the future direction of their country's ethnic policies. This study attempts to gauge current Chinese opinion on this once-secretive and still highly sensitive area of national policy. Domestic Chinese opinion on ethnic policies over the last five years is reviewed and implications for future policies under the new leadership of CPC Secretary General Xi Jinping are explored. Careful review of a wide spectrum of contemporary Chinese commentary identifies an emerging consensus for ethnic-policy reform. Leading public intellectuals, as well as some party officials, now openly call for new measures strengthening national integration at the expense of minority rights and autonomy. These reformers argue that divisive ethnic policies adopted from the former USSR must be replaced by those supporting an ethnic "melting pot" concept. Despite this important shift in opinion, such radical policy changes as ending regional ethnic autonomy or minority preferences are unlikely over the short-to-medium term. Small-yet-significant adjustments in rhetoric and policy emphasis are, however, expected as the party-state attempts to strengthen interethnic cohesiveness as a part of its larger agenda of stability maintenance. About the author James Leibold is a senior lecturer in Politics and Asian Studies at La Trobe University in Melbourne, Australia. He is the author of Reconfiguring Chinese Nationalism (2007) and co-editor of Critical Han Studies (2012) and Minority Education in China (forthcoming). Assessing Treaty Performance in China outlines a new approach for understanding China's treaty performance around international standards on trade and human rights, using the paradigms of selective adaptation and institutional capacity. Selective adaptation reveals how local interpretation and implementation of international treaty standards are affected by normative perspectives derived from perception, complementarity, and legitimacy. Institutional capacity explains how operational dimensions of legal performance are affected by structural and relational dynamics of institutional purpose, location, orientation, and cohesion. The book focuses on legal performance rather than technical compliance to provide a more comprehensive perspective on China’s interaction with international treaty standards. It also offers policy suggestions for more effective engagement with China on trade and human rights issues.

Book excerpt: In the West, innovations in new public management (NPM) have been regarded as part of the neoliberal project, whilst in China, these reforms have emerged from a very different economic and social landscape. Despite these differences however, similar measures to those introduced in the West have been adopted by the Chinese state, which has largely abandoned the planned economy and adopted market mechanisms in the pursuit of improved economic efficiency and growth. Evaluating the results of these reforms in both China and the West between 1978 and 2011, this book shows that despite substantial improvements in economic efficiency in both cases under consideration, there have been considerable negative impacts on the distribution of wealth, access to public services, levels of poverty, public health, and the incidence of crime. Further, this book explores the different results of NPM in China and the West and the conclusions Paolo Urio draws have timely significance, as he suggests that China has been able to change its policies more rapidly and thus more effectively respond to the challenges posed by the current economic crisis. Drawing on both Western and Chinese sources, this innovative book compares the consequences of their public management reforms, taking into account the impact on both the economy and society.
