Using detailed case studies, it clarifies and deciphers a number of fundamental ideological and institutional logics that have decisively shaped or guided China’s 30-year economic reform. The book provides an example of how the traditional struggles with the modern, how the domestic interacts with the global, and how the local/regional scale coordinates and conflicts with the central in the context of China’s economic reform. Taken together, it reveals how institutions, forces and actors interconnect and co-evolve in a dynamic and relational fashion within specific spatiotemporal horizons. Of particular interest in the research presented here is the way that the empirical material enables the four dimensions of territory, place, scale and network to be explored within the context of contemporary China. It is shown how the economic and social development of different territories and places within Jiangsu province is ‘relationally intertwined’ with sets of political and economic forces operating at different scales and within wider networks. As such, this book provides a detailed understanding of the spatiotemporal dynamics of uneven regional development in China, and sets out a number of salient policy implications drawn from the research findings.

In 1902, the first Chinese chamber of commerce appeared in Shanghai. By the time the Qing dynasty ended, over 1,000 general chambers, affiliated chambers, and branch chambers had been established throughout China. In this new work, author Zhongping Chen examines Chinese chambers of commerce and their network development across Lower Yangzi cities and towns, as well as the nationwide arena. He details how they achieved increasing integration, and how their collective actions deeply influenced nationalistic, reformist, and revolutionary movements. His use of network analysis reveals how these chambers promoted social integration beyond the bourgeoisie and other elites, and helped bring society and the state into broader and more complicated interactions than existing theories of civil society and public sphere suggest. With both historical narrative and theoretical analysis of the long neglected local chamber networks, this study offers a keen historical understanding of the interaction of Chinese society, business, and politics in the early twentieth century. It also provides new knowledge produced from network theory within the humanities and social sciences.

Book excerpt: Scholarly study of the Chinese republic (1911-1949) has traditionally viewed the period through its shortcomings - notably its failure to establish a secure political order - thus allowing the chaos and violence of national power politics to overshadow formative developments taking place at the local level. By focusing on the interaction of local politics and the central state, Helen Chauncey argues for the importance of local initiative in defining the post-imperial state and suggests a rethinking of our understanding of republican-period politics. Through the prism of educational circles in central Jiangsu province, Schoolhouse Politicians challenges assumptions about local elite conservatism by showing how actively politics were pursued in local municipalities well removed from traditional centers of wealth and power. It highlights the activism of political entrepreneurs in the arena of local schooling and interprets the apparent disorderly conduct of local republican politics in terms of the strategies activists used to test their right to public association with the central state and to determine what concerns could be addressed through such an association. Pursuing a comprehensive approach to the study of local politics, this interpretation is sensitive to political intent in a variety of cultural representations, from school journals to teachers' assemblies to the physical management of public space such as schoolhouses and exercise yards.
