Book excerpt: Promoting China's cultural soft power by disseminating modern Chinese values is one of the policies of President Xi Jinping. Although, it is usually understood as a top-down initiative, implemented willingly or unwillingly by writers, filmmakers, artists, and so on, and often manifesting itself in clumsy and awkward ways, for example, the concept of "the Chinese dream," intended to rival and perhaps appeal more strongly than "the American dream," modern Chinese values are in fact put forward in many ways by many different cultural actors. Through analyses of film festivals, CCTV, Confucius Institutes, auteurs, blockbusters, reality TV, and online digital cultures, this book exposes the limitations of China's officially promoted soft power in both conception and practice, and proposes a pluralistic approach to understanding Chinese soft power in local, regional, and transnational contexts. As such, the book demonstrates the limitations of existing theories of soft power, and argues that the US-derived concept of soft power can benefit from being examined from a China perspective.

Book excerpt: Fragmented Memories and Screening Nostalgia for the Cultural Revolution argues that films and TV dramas about the Cultural Revolution made after China’s accession to the WTO in 2001 tend to represent personal memories in a markedly sentimental, nostalgic, and fragmented manner. This new trend is a significant departure from earlier films about the subject, which are generally interpreted as national allegories, not private expressions of grief, regret or other personal feelings. With China entering a postsocialist era, the ideological conflation of socialism and global capitalism has generated enough cultural ambiguity to allow a space for the expression of personalized reminiscences of the past. By presenting these personal memories—in effect alternative narratives to official history—on screen, individuals now seem to have some agency in narrating and constructing history. At the same time such autonomy can be easily undermined since the promotion of the sentiment of nostalgia is often subjected to commodification. Sentimental treatments of the past may simply be a marketing strategy. Underplaying political issues is also a ‘safer’ way for films and TV dramas to secure public release in mainland China. Meng concludes that the new mode of representing the past is shaped by the current sociopolitical conditions: these personal memories and micro-narratives can be understood as the defining ways of remembering in China’s postsocialist era. ‘Fragmented Memories and Screening Nostalgia for the Cultural Revolution takes a comprehensive look at contemporary screen depictions of the Cultural Revolution. Book excerpt: Covering the years of Japanese invasion during World War II from 1937 to 1945, this essay collection recounts Chinese experiences of living and working under conditions of war. Each of the regimes that ruled a divided China—occupation governments, Chinese Nationalists, and Chinese Communists—demanded and glorified the full commitment of the people and their resources in the prosecution of war. Through stories of both everyday people and mid-level technocrats charged with carrying out the war, this book brings to light the enormous gap between the leadership’s demands and the reality of everyday life. Eight long years of war exposed the unrealistic nature of elite demands for unreserved commitment. As the political leaders faced numerous obstacles in material mobilization and retreated to rhetoric of spiritual resistance, the Chinese populace resorted to localized strategies ranging from stoic adaptation to cynical profiteering, articulated variously with touches of humor and tragedy. These localized strategies are examined through stories of people at varying classes and levels of involvement in living, working, and trying to work through the war under the different regimes. In less than a decade, millions of Chinese were subjects of disciplinary regimes that dictated the celebration of holidays, the films available for viewing, the stories told in tea houses, and the restrictions governing the daily operations and participants of businesses—thus impacting the people of China for years to come. This volume looks at the narratives of those affected by the war and regimes to understand perspectives of both sides of the war and its total outcomes. Living and Working in Wartime China depicts the brutal micromanaging of ordinary lives, devoid of compelling national purposes, that both undercut the regimes’ relationships with their people and helped establish the managerial infrastructure of authoritarian regimes in subsequent postwar years.

Book excerpt: This study of ‘independent’ animation opens up a quietly subversive and vibrant dimension of contemporary Chinese culture which, hitherto, has not received as much attention as dissident art or political activism. Scholarly interest in Chinese animation has increased over the last decade, with attention paid to the conventional media circle of production, distribution and consumption. The ‘independent’ sector has been largely ignored however, until now. By focusing on distinctive independent artists like Pisan and Lei Lei, and situating their work within the present day media ecology, the author examines the relationship between the genre and the sociocultural transformation of contemporary China. Animation, the author argues, has a special significance, as the nature of the animation text is itself multilayered and given to multiple interpretations and avenues of engagement. Through an examination of the affordances of this ‘independent’ media entity, the author explores how this multifaceted cultural form reveals ambiguities that parallel contradictions in art and society. In so doing, independent animation provides a convenient ‘mirror’ for examining how recent social upheavals have been negotiated, and how certain practitioners have found effective ways for discussing the post-Socialist reality within the current political configuration.

Despite this, and unlike American blockbuster productions and the diverse genres of Japanese anime, much animation from the PRC remains relatively unknown. This book is an historical and theoretical study of animation in the PRC. Although the Wan Brothers produced the first feature length animated film in 1941, the industry as we know it today truly began in the 1950s at the Shanghai Animation Film Studio (SAFS), which remained the sole animation studio until the 1980s. Considering animation in China as a convergence of the institutions of education, fine arts, literature, popular culture, and film, the book takes comparative approaches that link SAFS animation to contemporary cultural production including American and Japanese animation, Pop Art, and mass media theory. Through readings of classic films such as Princess Iron Fan, Uproar in Heaven, Princess Peacock, and Nezha Conquers the Dragon King, this study represents a revisionist history of animation in the PRC as a form of "postmodernism with Chinese characteristics." As a theoretical exploration of animation in the People’s Republic of China, this book will appeal greatly to students and scholars of animation, film studies, Chinese studies, cultural studies, political and cultural theory.

Their goal is not a “movement” that seeks to establish and impose a single truth, but rather a creative dynamic that fosters a community of tolerance and respects diverse forms of expression. Independent documentary is quite literally a moving target that is witnessing ongoing and widening diversity and complexity when it comes to directors, themes, aesthetics, human subjects, audiences, and impact. The authors stress the enormous potential of cultural production that features non-elites (including amateurs) and that dwells on the everyday, the bottom up, the grassroots, the seemingly mundane, and the apparently marginal. The book’s emphasis on contemporary issues and its discussion of aesthetic experiments will appeal to all readers interested in China’s culture, media, politics, and society.

He considers the complexity of how the Chinese economy is integrated in the global capitalist system while also remaining a repressive body politic with mechanisms of control and surveillance. He explores the interrelations of the local, the national, the subnational, and the global as China repositions itself in the world. Lu considers examples from feature and documentary film, mainstream and marginal cinema, and a variety of visual arts: photography, painting, digital video, architecture, and installation. His close case studies include representations of class, masculinity and sexuality in contemporary Taiwanese and Chinese cinema; the figure of the sex worker as a symbol of modernity and mobility; and artists' representations of Beijing at the time of the 2008 Olympics.
