Book excerpt: China’s rapid economic growth has drawn attention to the Chinese diasporic communities and the multiple networks that link Chinese individuals and organizations throughout the world. Ethnic Chinese have done very well economically, and the role of the Chinese Diaspora in China’s economic success has created a myth that their relations with China is natural and primordial, and that regardless of their base outside China and generation of migration, the Chinese Diaspora are inclined to participate enthusiastically in China’s social and economic agendas. This book seeks to dispel such a myth. By focusing on Guangdong, the largest ancestral and native homeland, it argues that not all Chinese diasporic communities are the same in terms of mentality and orientation, and that their connections to the ancestral homeland vary from one community to another. Taking the two Cantonese-speaking localities of Panyu and Xinyi, Yow Cheun Hoe examines the hierarchy of power and politics of these two localities in terms of their diasporic kinsfolk in Singapore and Malaysia, in comparison with their counterparts in North America and Hong Kong. The book reveals that, particularly in China’s reform era since 1978, the arguably primordial sentiment and kinship are less than crucial in determining the content and magnitude of linkages between China and the overseas Chinese. Rather, it suggests that since 1978 business calculation and economic rationale are some of the key motivating factors in determining the destination and degree of diasporic engagement. Examining various forms of Chinese diasporic engagement with China, this book will appeal to students and scholars of Chinese Diaspora, Chinese culture and society, Southeast Asian culture and society and ethnicity.

As China s powerhouse for economic growth and a pioneer of reform and opening up, Guangdong has maintained an annual average GDP growth rate of 13.7 percent over the past three decades. Its historical achievements notwithstanding, Guangdong witnessed increased inequality and regional disparity. To assist the authority in developing a strategy for the new phase of reforms that promotes more inclusive and sustainable growth, Reducing Inequality for Shared Growth in Guangdong Province recommends a three-pillar approach: eliminating absolute poverty, reducing inequality in opportunities, and containing inequality in outcomes. The book also proposes a range of policy actions in these three broad areas. First, to further develop the social assistance program (i.e. the minimum living allowance program ) to address the issue of absolute poverty; Second, to improve income opportunities of the rural poor by better facilitating rural labor migration to non-farming jobs and urban labor markets, deepening rural finance reform, and providing better protection of their rights over land. Third, to invest in people through more equitable access to and financing of social services such as basic education, skills development, and health care. Further reform of the intergovernmental fiscal system is essential to the success of these efforts. This report will be of interest to central and sub-national policy makers, policy implementing agencies, researchers, development partners, and others working on economic and social development in China and in other countries. Guangdong s experience will offer great value to the rest of China and to other countries that are grappling with similar development challenges.

Even now, new emerging or re-emerging viruses are being found or re-found as novel viral classes or as quasi-species. Indeed, viruses are everywhere. Of note, viruses are pivotal as targets and tools of basic and applied sciences. On one hand, portions of the viruses are infectious for animals including humans, and cause various diseases in infected hosts by distinct mechanisms and at a different level of severity. While many of viruses are known to co-exist quietly with their hosts, pathogenic viruses certainly affect and threaten our society as well as individuals to provoke serious medical or economic attention. We should act against certain dreadful and highly infectious viruses as a global problem. Animal RNA viruses can readily mutate to adapt themselves in their hostile environments for their survival. Resultant viruses may sometimes show essentially altered phenotypes from the original parental strains. This fundamental and general property of animal RNA viruses represents major extensive issues of scientific, medical, and/or economic importance. In this Research Topic, we have focused on the high mutability of animal RNA viruses, and selected relevant articles on animal viruses of broad-ranges such as primate lentiviruses, influenza viruses, paramyxoviruses, flaviviruses, rabies virus, norovirus, picornaviruses, and picobirnavirus. Each article has taken up intriguing aspects of the subject viruses. We are sure that readers acquire important information on virus mutation, adaptation, diversification, and evolution, and hope that researchers in the field related to virology gain some solid hints from the reported articles for further virological and /or medical studies. Book excerpt: Many agree that rapid urbanization in China in the late 20th and early 21st centuries is a mega process significantly reshaping China and the global economy. China’s urbanization also carries a certain mystique, which has long fascinated generations of scholars and journalists alike. As it has turned out, many of the asserted Chinese feats are mostly fancied claims or gross misinterpretations (of statistics, for example). There does exist, however, an urbanization that displays rather uncommon "Chinese" characteristics that remain to inadequately understood. Building on his three decades of careful research, Professor Kam Wing Chan expertly dissects the complexity of China’s hukou system, migration, urbanization and their interrelationships in this set of journal articles published in the last ten years.
