China’s post-1978 transition from ‘socialist plan’ to ‘market socialism’ has also been accompanied by significant shifts in how the practice and objects of government are understood and acted upon. China’s Governmentalities outlines the nature of these shifts, and contributes to emerging studies of governmentality in non-western and non-liberal settings, by showing how neoliberal discourses on governance, development, education, the environment, community, religion, and sexual health, have been raised in other contexts. In doing so, it opens discussions of governmentality to ‘other worlds’ and the glocal politics of the present. The book will appeal to scholars from a wide range of disciplines interested in the work of Michel Foucault, neo-liberal strategies of governance, and governmental rationalities in contemporary China.

In The Government Next Door, Luigi Tomba investigates how the goals of a government consolidated in a distant authority materialize in citizens' everyday lives. Chinese neighborhoods reveal much about the changing nature of governing practices in the country. Government action is driven by the need to preserve social and political stability, but such priorities must adapt to the progressive privatization of urban residential space and an increasingly complex set of societal forces. Tomba’s vivid ethnographic accounts of neighborhood life and politics in Beijing, Shenyang, and Chengdu depict how such local "translation" of government priorities takes place. Tomba reveals how different clusters of residential space are governed more or less intensely depending on the residents’ social status; how disgruntled communities with high unemployment are still managed with the pastoral strategies typical of the socialist tradition, while high-income neighbors are allowed greater autonomy in exchange for a greater concern for social order. Conflicts are contained by the gated structures of the neighborhoods to prevent systemic challenges to the government, and middle-class lifestyles have become exemplars of a new, responsible form of citizenship. At times of conflict and in daily interactions, the penetration of the state discourse about social stability becomes clear.

Along with the fast economic development, there has been great change to the ethos of Chinese society from sacrificing life for the revolutionary cause to valuing life itself. This change, which is perhaps among the most significant in the transformation of contemporary China, has enormous bearings on the question of what is an adequate life in China now.

Chinese bloggers, who have strongly embraced consumerism and tend to be apathetic about politics, have nonetheless demonstrated political passion over issues such as the Western media's negative coverage of China. In this book, Jiang focuses upon this passion - Chinese bloggers' angry reactions to the Western media's coverage of censorship issues in current China - in order to examine China's current potential for political reform. A central focus of this book, then, is the specific issue of censorship and how to interpret the Chinese characteristics of it as a mechanism currently used to maintain state control. While Cyber-Nationalism in China examines fundamental questions surrounding the political implications of the Internet in China, it avoids simply predicting that the Internet does or does not lead to democratization. Applying a theoretical approach based on the Foucauldian notion of governmentality, the book builds on current scholarship that has attempted to move beyond examining the dynamics of the socio-cultural and -political use of new media technologies. Instead, this book's more intricate theoretical approach does not only accommodate the kind of liberal (apolitical or political) use observed on the Internet in China, but indicates that desires for political change, such as they are, are implicitly embedded in the relationship between China's online communities and state apparatus - noting, however, that the latter claims total governance over the Internet in the name of the people.
