What is ignored, however, is that even the most advanced information industries need a material infrastructure of buildings and work processes, and considerable agglomeration, in order to operate in global markets. Further, the globalisation of economic activity has brought with it not only a vast dispersal of offices and factories, but also a growing importance of central functions to manage and coordinate such worldwide networks of activities. The development of global urban projects is one manifestation of this move towards centrality in urban situations. These large-scale urban projects are the result of governments' seeking competitive advantage in the global economy. They are critical components of a nation's global infrastructure. In the booming economies of the Asia Pacific Rim prior to the Asian Economic Crisis these urban developments were seen as key components of national economic policies. In their making they require a conscious effort to arrange material infrastructure and reinforce that there is a role for urban design in this making. Emerging Urbanity is an exploration of this role in nine global urban projects in the Asia Pacific Rim.

This book examines the transformation of China’s conventional and renewable energy sectors, with special attention to state-business relations. Two studies examine the development of China’s energy profile, especially China’s renewable energy. Two others explore governmental relations with state-owned enterprises (SOEs) and their reform. Despite drastic restructuring in the late 1990s, SOEs continue their oligopolistic control of the oil and gas sectors and even overshadow the stock market. Three studies investigate the factors that help propel the expansion of China’s conventional energy firms, as well as those producing renewable energy (i.e. solar PV industry). A study of China’s solar PV industry suggests that China’s governmental support for it has evolved from subsidising production (a "mercantile" stage aimed at expanding the industry’s global production and export share) to subsidising the demand side (aiming at expanding domestic demand and absorbing redundant manufacture capacity). Another review of this industry finds that firms tend to pay heavy attention to extra-firm institutional network relationships both inside and outside China, and that buyer-supplier networks are influenced by extra-local managerial education. The final chapter compares China’s provinces and their embedded carbon-footprints per capita in urban areas from a consumption perspective, using a self-organizing feature map (SOFM) model. Book excerpt: This book examines the nature and internal dynamics of China’s urban construction land (UCL) development, drawing insights from the recently developed theory of regional political ecology. Based on the author’s original research, it identifies two different types of UCL development in China, namely top-down, formal development in the legal and regulated domain, and spontaneous and informal, bottom-up development in the semi-legal, poorly regulated gray domain. Presenting a systematic analysis and comparison, it reveals a scale and speed of informal land development no less significant than that of formal land development, although informal land development tends to be scattered, pervasive, difficult to track, and largely overlooked in research and policy formation. Contrary to the popular perception of the peasantry as passive victims of land development, this book uncovers an intriguing dynamic in which the peasantry has played an increasingly (pro)active role in developing their rural land for urban uses in informal markets. Further, based on an investigation of UCL development in Beijing and Shenzhen, it shows an interesting trajectory in which the uneven growth and utilization of UCL are contingent upon the various developmental milieus in different places. China’s land institutions, based on an urban–rural dual land system, are not conducive to the ultimate goal of saving and efficiently utilizing land. Accordingly, an urban–rural integrated land market and management system is highly advisable. The theoretical and empirical enquiry presented challenges the perceived notion of China’s UCL development as the outcome of market demand and state supply. Further, it argues for an inclusive treatment of the informality that has characterized urbanization in many developing countries, and for a reassessment of the role played by the peasantry in land-based urbanization.
