Book excerpt: "Vietnam's balancing of power act, namely the policy of seeking a counterweight to the China threat, and the politics of the U.S.-Vietnam-China triangle, may have taken shape in the early years of the twenty-first century, but it was deeply rooted in the changing relations between the big powers in the 1980s and Vietnam's need to adjust its policy to these changes. A combination of factors - geographical proximity, ideological affinity, and the need for regime survival tends to make Vietnamese leaders more comfortable with China than with the United States. Only the perception of China as a bullying neighbour would push Vietnam to opt for a different orientation and adopt an antagonistic policy towards China. Meanwhile, United States-Vietnam relations in turn are affected by two factors: Vietnam's sensitivity to China's concerns and its mistrust of U.S. intentions. Bilateral relations became warmer mainly after Vietnam took steps to overcome its mistrust of the United States. China's recent assertive behaviour in the South China Sea worries Vietnam and threatens the U.S. position in the Asia-Pacific, and this has led to a convergence of strategic interests between the United States and Vietnam. In brief, the U.S.-China-Vietnam triangular relations and the South China Sea disputes may be seen as manifestations of two sets of conflicting visions. At the local level, is the vision of China dominating the South China Sea, which clashes with Vietnam's perennial dream of being a balcony looking out to the Pacific Ocean. If this clash of visions cannot be reconciled, China will always have to face the discomfort of simmering resentment and opposition from a proud nation at its border. At the global and regional level is the vision of a rising China seeking a respected place in the world, and de facto control of the sea area within its nine-dash line. This clashes with U.S. determination to remain an uncontested naval power that is able to protect freedom of navigation and overflight in the South China Sea. Unless one or both of these visions are modified, a new cold war, not a new type of big power relations, in the Asia-Pacific is inevitable. The smaller countries in Southeast Asia will be forced to take sides or be chosen in the bargaining process between the two major powers."--Provided by publisher

Book excerpt: With the perspective of a decade of efforts to normalize U.S.-PRC relations, it seems fair to conclude that the changes in world politics initiated by President Nixon's historic trip to Peking in 1972 were as much in people's minds as they were in actual alterations in global political, economic, and military forces. While normalization removed the burdens for China and the U.S. of two decades of confrontation, it has not produced an intimate new alignment of resources and efforts or a restructuring of American priorities in Asia. Yet, U.S.-PRC normalization initiated processes of change that, if they endure for several decades, can contribute significantly to the modernization of China and to the building of a new coalition of powers supportive of the basic goals of American foreign policy. In retrospect, we can clearly see that the normalization process begun in 1971 eliminated the negative costs to U.S. defenses and foreign relations of two decades of political and military hostility with China. Normalization facilitated our disengagement from Vietnam. The positive benefits of normalization will only be realized as the U.S.-PRC relationship develops in the years ahead. Yet, the China factor, for all its promise, will be only one element in America's foreign relations.

Book excerpt: In the 1950s, the Republic of China (ROC) on the island of Taiwan was a Cold War ally of the United States. Led by President Chiang Kai-shek and his ruling Kuomintang Party, the ROC received military, financial, and humanitarian assistance from the U. S. , and enjoyed support in the White House, from the Departments of State and Defense, the Central Intelligence Agency (CIA) , and the Democratic and Republican Parties. President Chiang even employed public relations firms and political pressure groups to help generate public support and to sway American policymakers to favor his cause. By the end of the 1970s, however, the ROC had lost its seat in the United Nations and no longer maintained formal diplomatic relations with the United States. Why would the United States abandon a long-standing World War II ally, recipient of American aid, and fellow anti-communist. The 1960s proved to be a pivotal decade in the diplomatic and military relationship between the United States and the ROC. Presidents John F. Kennedy and Lyndon B. Johnson, both Democrats, publicly promised support for Chiang and the Chinese Nationalists on Taiwan. Chiang hoped to secure continued military aid and diplomatic support by relying upon allies in the State Department, the Central Intelligence Agency, and in the U. S. Congress, and even occasionally making threats to take actions detrimental to American policy. Throughout the 1960s, the U. S. -ROC relationship was tested by events in the United Nations, the Taiwan Strait, and Southeast Asia. By the end of the decade, the ROC had lost millions in American aid and the United States had publicly started to consider normalizing relations with the People's Republic of China. This dissertation will show that U. S. -ROC relations in the 1960s deteriorated due to a combination of factors. The Vietnam War was one of several factors that helped bring an end to formal American relations with the Republic of China. The Vietnam War caused a conflict of interest, whereby American containment of communism in Southeast Asia clashed with ROC plans to maintain its international legitimacy and to restore its rule over all China. Additionally, bureaucratic changes within the State Department, the demise and ineffectiveness of the China Lobby, and the changing make-up of the United Nations resulting from decolonization also contributed to the decline of U. S. -ROC relations.
