During this period, China has repealed, revised or enacted more than one thousand laws, regulations and other measures in an effort to bring its trading system into basic compliance with WTO standards. China has also taken steps to implement numerous specific commitments pursuant to schedules set forth in its WTO accession agreement. Each year, China has made annual reductions in its tariff rates, eliminated non-tariff barriers, expanded market access for foreign services providers and improved transparency. All of these steps were designed to deepen China's integration into the international trading system, as well as to facilitate and strengthen economic reforms that China had begun 20 years earlier.

The aim was to protect their own economy. However, in today's world there is much more free trade which means "the buying and selling of goods, without limits on the amount of goods that one country can sell to another and without special taxes on the goods bought from a foreign country". The theory of free trade was first invented in 1776 by Adam Smith. And although it goes back to colonial times, free trade remained a theory for centuries. Ever since Adam Smith's concept of free trade, merchants tried to remove trade barriers between countries again and again. But especially during the industrialization period the countries used trade barriers to boost their economy. As late as after the second world war, the US for example started to lower import tariffs. The idea of lowering tariffs is that more trade takes place, countries can specialize economically in what they do best and afterwards exchange these products for goods that they don't produce most efficiently or that they don't have easily available. That in turn means the people are freer to choose their position in the economy, the worlds resources are used more efficient and the wealth of nations is growing. In a nutshell it means a country can compete in the global market by specializing to its fundamental economic strengths and by doing this increase economic growth. Some international institutions such as the World Bank, International Monetary Fund, and the World Trade Organization (WTO) were founded to promote free trade in place of protectionism and so helped to build the world how it is today in terms of trading.

Book excerpt: The use of the traditional trade barriers, such as tariffs and quotas, has become less common over the last two decades due to the expansion of General Agreement on Tariffs and Trade (GATT) regime. Yet at the same time there has been a notable increase in the use of non-tariff measures (NTM) for many products in most countries. In this environment, technical barriers to trade (TBT)--a sub-category of NTM and one of the main obstacles to trade--are crucial factors firms must take into consideration when exporting goods. Since Korea relies largely on exports for economic growth, it is necessary for the government to understand the economic impact of TBT.The European Union is Korea's third-largest trading partner by volume, after China and the U.S. In addition, it plays a leading role in the design and implementation of new TBT that are consequently adopted by many other countries. In this paper, I analyze the impact of the EU's TBT on Korean exports. In particular, I study the impact under the EU's various approaches to removing TBT among member countries.One of the main objectives of the EU is to prevent the erection of trade barriers within its borders. It follows that the coordination of technical regulations among EU member states is of a vital importance. The EU currently employs two main approaches to coordination : Harmonization (HR) and Mutual Recognition (MR). In harmonized fields, all member states agree to adopt uniform technical regulations. In non-harmonized sectors, the EU follows what it calls the Mutual Recognition Principle. Under MR, if a product conforms to a certain member state's technical regulation, though other member states apply different regulations to it, they permit to market that product. It is because the regulation is mutually recognized and the member states accept that regulation as an equivalent of theirs. However, there are exceptions in the application of these rules. A member country might draft its own technical regulations and refuse to follow HR or MR if it can demonstrate that said regulations are a strict necessity for public safety, health, environmental protection, or otherwise. This approach to exceptions has been dubbed National Treatment (NT). Since the impact of TBT on economic activity and social welfare can vary according to which particular method the EU applies, there is a need for an indepth examination.A handful of studies have considered the economic impact of TBT under the EU's various approaches. Lutz (2000) and Lutz and Pezzino (2012) examined optimal minimum quality standards (MQS), a kind of TBT, and their impact on social welfare under three approaches mentioned above using a vertical product differentiation model. In both papers, the authors show that MQS affects both demand and supply. It influences demand by affecting product quality, while additional cost barriers to entering foreign markets affects supply.In this paper, I examine the economic impact of the EU's TBT on Korean exports under the three different approaches : HR, MR, and NT. To focus on the effects of the EU's methods, I consider a case in which TBT only affects cost of market entry for a foreign firm in contrast to extant analysis. In addition, I assume that Korea and all EU member states have an identical market size and cost structure. First, I analyze the EU's optimal TBT under its multiple approaches. Then, I examine the optimal Mutual Recognition Agreement strategy for policymakers in Korea.

Today's wide economic gap between the postindustrial countries of the West and the poorer countries of the third world is not new. Fifty years ago, the world economic order—two hundred years in the making—was already characterized by a vast difference in per capita income between rich and poor countries and by the fact that poor countries exported commodities (agricultural or mineral products) while rich countries exported manufactured products. In Trade and Poverty, leading economic historian Jeffrey G. Williamson traces the great divergence between the third world and the West to this nexus of trade, commodity specialization, and poverty. Analyzing the role of specialization, de-industrialization, and commodity price volatility with econometrics and case studies of India, Ottoman Turkey, and Mexico, Williamson demonstrates why the close correlation between trade and poverty emerged. Globalization and the great divergence were causally related, and thus the rise of globalization over the past two centuries helps account for the income gap between rich and poor countries today.
