Book excerpt: How social networks shaped the imperial Chinese state China was the world’s leading superpower for almost two millennia, falling behind only in the last two centuries and now rising to dominance again. What factors led to imperial China’s decline? The Rise and Fall of Imperial China offers a systematic look at the Chinese state from the seventh century through to the twentieth. Focusing on how short-lived emperors often ruled a strong state while long-lasting emperors governed a weak one, Yuhua Wang shows why lessons from China’s history can help us better understand state building. Wang argues that Chinese rulers faced a fundamental trade-off that he calls the sovereign’s dilemma: a coherent elite that could collectively strengthen the state could also overthrow the ruler. This dilemma emerged because strengthening state capacity and keeping rulers in power for longer required different social networks in which central elites were embedded. Wang examines how these social networks shaped the Chinese state, and vice versa, and he looks at how the ruler’s pursuit of power by fragmenting the elites became the final culprit for China’s fall. Drawing on more than a thousand years of Chinese history, The Rise and Fall of Imperial China highlights the role of elite social relations in influencing the trajectories of state development.

Book excerpt: Under globalization, the project of area studies and its relationship to the fields of cultural, ethnic, and gender studies has grown more complex and more in need of the rigorous reexamination that this volume and its distinguished contributors undertake. In the aftermath of World War II, area studies were created in large part to supply information on potential enemies of the United States. The essays in Learning Places argue, however, that the post–Cold War era has seen these programs largely degenerate into little more than public relations firms for the areas they research. A tremendous amount of money flows—particularly within the sphere of East Asian studies, the contributors claim—from foreign agencies and governments to U.S. universities to underwrite courses on their histories and societies. In the process, this volume argues, such funds have gone beyond support to the wholesale subsidization of students in graduate programs, threatening the very integrity of research agendas. Native authority has been elevated to a position of primacy; Asian-born academics are presumed to be definitive commentators in Asian studies, for example. Area studies, the contributors believe, has outlived the original reason for its construction. The essays in this volume examine particular topics such as the development of cultural studies and hyphenated studies (such as African-American, Asian-American, Mexican-American) in the context of the failure of area studies, the corporatization of the contemporary university, the prehistory of postcolonial discourse, and the problematic impact of unformulated political goals on international activism. Learning Places points to the necessity, the difficulty, and the possibility in higher education of breaking free from an entrenched Cold War narrative and making the study of a specific area part of the agenda of education generally. Blackness Is Burning is one of the first books to examine the ways race and psychological rhetoric collided in the public and popular culture of the civil rights era. In analyzing a range of media forms, including Sidney Poitier's popular films, black mother and daughter family melodramas, Bill Cosby's comedy routine and cartoon Fat Albert, pulpy black pimp narratives, and several aspects of post–civil rights black/American culture, TreaAndrea M. Russworm identifies and problematizes the many ways in which psychoanalytic culture has functioned as a governing racial ideology that is built around a flawed understanding of trying to "recognize" the racial other as human. The main argument of Blackness Is Burning is that humanizing, or trying to represent in narrative and popular culture that #BlackLivesMatter, has long been barely attainable and impossible to sustain cultural agenda. But Blackness Is Burningmakes two additional interdisciplinary interventions: the book makes a historical and temporal intervention because Russworm is committed to showing the relationship between civil rights discourses on theories of recognition and how we continue to represent and talk about race today. The book also makes a formal intervention since the chapter-length case studies take seemingly banal popular forms seriously. She argues that the popular forms and disreputable works are integral parts of our shared cultural knowledge. Book excerpt: How privileged adolescents in China acquire status and why this helps them succeed Study Gods offers a rare look at the ways privileged youth in China prepare themselves to join the ranks of the global elite. Yi-Lin Chiang shows how these competitive Chinese high schoolers first become “study gods” (xueshen), a term describing academically high-performing students. Constant studying, however, is not what explains their success, for these young people appear god-like in their effortless abilities to excel. Instead, Chiang explores how elite adolescents achieve by absorbing and implementing the rules surrounding status. Drawing from eight years of fieldwork and extensive interviews, Chiang reveals the important lessons that Chinese youth learn in their pursuit of elite status. They understand the hierarchy of the status system, recognizing and acquiring the characteristics that are prized, while avoiding those that are not. They maintain status by expecting differential treatment and performing status-based behaviors, which guide their daily interactions with peers, teachers, and parents. Lastly, with the help of resourceful parents, they rely on external assistance in the face of potential obstacles and failures. Chiang looks at how students hone these skills, applying them as they head to colleges and careers around the world, and in their relationships with colleagues and supervisors. Highlighting another facet of China’s rising power, Study Gods announces the arrival of a new generation to the realm of global competition.

Book excerpt: China has emerged as a dominant power in Eurasian affairs that not only exercises significant political and economic power, but increasingly, ideational power too. Since the founding of the People’s Republic, Chinese Communist Party leaders have sought to increase state capacity and exercise more effective control over their western frontier through a series of state-building initiatives. Although these initiatives have always incorporated an international component, the collapse of the USSR, increasing globalization, and the party’s professed concerns about terrorism, separatism, and extremism have led to a region-building project in Eurasia. Garcia traces how domestic elite-led narratives about security and development generate state-building initiatives, and then region-building projects. He also assesses how region-building projects are promoted through narratives of the historicity of China’s engagement in Eurasia, the promotion of norms of non-interference, and appeals to mutual development. Finally, he traces the construction of regions through formal and informal institutions as well as integrative infrastructure. By presenting three phases of Chinese domestic state-building and region-building from 1988-present, Garcia shows how region-building projects have enabled China to increase state capacity, control, and development in its western frontier. Recommended for scholars of China’s international relations and development policy.
