Using panel data from Tanzania, Beegle, Dehejia, and Gatti find that households respond to transitory income shocks by increasing child labor, but that the extent to which child labor is used as a buffer is lower when households have access to credit. These findings contribute to the empirical literature on the permanent income hypothesis by showing that credit-constrained households actively use child labor to smooth their income. Moreover, they highlight a potentially important determinant of child labor and, as a result, a mechanism that can be used to tackle it. This paper--a joint product of the Poverty Team and Investment and Climate, Development Research Group--is part of a larger effort in the group to study the determinants of child labor. In particular, we investigate the extent to which transitory income shocks lead to increases in child labor and whether household access to credit mitigates the effects of these shocks. Using panel data from a survey in Tanzania, we find that both relationships are significant. Our results suggest that credit constraints play a role in explaining child labor and consequently that child labor is inefficient, but we also discuss alternative interpretations.

Book excerpt: This paper investigates the impact of income and non-income shocks on child labor using a model in which the household maximizes utility from consumption as well as human capital development of the child. We also investigate if access to credit and household assets act as buffers against transitory shocks. Our results indicate significant effects of agricultural shocks on the child's overall work hours and agricultural work hours, with higher effects for boys. Crop shocks also have significant adverse effects on school attendance, with girls experiencing a more-than 70% increase in the probability of quitting schooling. The results also indicate that access to a bank account has a buffering effect on the impact of shocks on child hunger. Having a bank account reduces both male child labor and household work hours of a girl child. While assets reduce working hours of girls, we do not find it having a significant effect on boys. We also do not see assets to act as a buffer against shocks.

Book excerpt: This paper looks at the relationship between parents' access to credit and children's labor. The study uses national household survey data for Guatemala that includes child labor statistics alongside information regarding applications for loans to more accurately measure the overall effect of access to credit on child labor. The findings point to a relationship between household access to credit and children's likelihood and propensity to work. Children in households that have access to credit are less likely to work and tend to work fewer hours than those in households without access to credit. These results lend support to the idea that increasing access to credit can be an important part of reducing child labor. In addition, the study also suggests a relationship between household applications for loans and child labor. Those households that apply for loans are more likely to have children working than those households that do not suggesting that services and education should be targeted to those applying for loans.

Together, they offer a first step toward the goal of providing an empirical foundation to monitor compliance with core labor standards. The report provides a comprehensive review of extant data sources, with emphasis on their relevance to defined labor standards, their utility to decision makers in charge of assessing or monitoring compliance, and the cautions necessary to understand and use the quantitative information.
