Especially is there a tendency to idealize street work as an important road to success and to regard the street worker as the only support of a widowed mother. This is easily understood in View Of the earlier type of street worker and the picturesque portrayal of him that was common 50 years ago, but it has been a serious obstacle in the way of those who believe that juvenile street work, like other forms Of Child labor, Should be regulated by law. CHAPTER II EXTENT TO WHICH CHILDREN ENGAGE IN STREET ACTIVITIES IN AMERICA AND EUROPE There are no reliable figures either official or unofficial showing the number of children engaged in street activities in any city of the United States or in the country at large. The figures given by the United States Census of Iqco are so inadequate that they can hardly mislead any one endowed with ordinary powers of observation. It solemnly declares that in that year there was a grand total of 6904 newspaper carriers and newsboys, both adults and children, in the entire United States, of whom 69 were females.1 In all probability there was a greater number at that time in some of our larger cities alone. In the group called "other persons in trade and transportation" only 3557 children ten to fifteen years of age are reported, although this group embraces nine specified occupations, 1 Twelfth Census of United States, Vol. II, Population, Part II, p. 506. 4 of which that of the newsboy is only one. Besides these, many other occupations (in which 63 per cent of the total number of persons reported are engaged) are not specified.1 Consequently the number of newsboys ten to fifteen years old reported by the enumerators for the entire country must have been ridiculously small. Again, the total number of bootblacks ten years of age and upwards in the country was reported as 8230, they being included in the group called "other domestic and personal service." Only 2953 children ten to fifteen years of age were reported in this group, which includes five specified occupations, of which that of the bootblacks is only one, and many others (in which 67 per cent of the total number of persons reported are engaged) which are not specified.2 The inadequacy of...

Available in PDF, EPUB and Kindle. Book excerpt: At the close of the 19th century, more than 2 million American children under age 16--some as young as 4 or 5--were employed on farms, in mills, canneries, factories, mines and offices, or selling newspapers and fruits and vegetables on the streets. The crusaders of the Progressive Era believed child labor was an evil that maimed the children, exploited the poor and suppressed adult wages. The child should be in school till age 16, they demanded, in order to become a good citizen. The battle for and against child labor was fought in the press as well as state and federal legislatures. Several federal efforts to ban child labor were struck down by the Supreme Court and an attempt to amend the Constitution to ban child labor failed to gain enough support. It took the Great Depression and New Deal legislation to pass the Fair Labor Standards Act of 1938 (and receive the support of the Supreme Court). This history of American child labor details the extent to which children worked in various industries, the debate over health and social effects, and the long battle with agricultural and industrial interests to curtail the practice.
