The model estimates the effects of the price of childcare, mothers' wages, and household income on household behavior and well-being.The theoretical model yields several predictions. To test these, reduced-form equations of the discrete and continuous household choices are estimated jointly using the method of semi-parametric full information maximum likelihood. This method controls for the correlation of error terms across outcomes, and the correlation of error terms that can result when panel data are used.The results of this analysis indicate that the extent to which mothers participate in the labor force, and for how many hours, depends on the costs of childcare and on what level of hourly wage is available to them and to other members of the household.Lokshin's simulations show that family allowances - intended to reduce poverty - do not significantly affect the household choice of childcare arrangements.Replacing family allowances with childcare subsidies might have a strong positive effect on women's participation in the labor force and thus could be effective in reducing poverty.This paper - a product of Poverty and Human Resources, Development Research Group - is part of a larger effort in the group to understand the role of gender in the context of the household, institutions, and society. The home dispatched most to wet nurses and foster care in the countryside, where at any one time it supervised over 40,000 children in Moscow province and six adjoining provinces. Established by Empress Catherine II in the middle of the eighteenth century, the two central foundling homes (the other was in St. Petersburg) were intended to deal humanely with the growing problems of abandonment and infanticide and to serve as social laboratories for educating artisans and craftspeople. David Ransel explores the creation and management of these institutions, shows how they functioned as a point of contact between educated society and the village, and compares them to the European foundling care programs on which they were modeled. Book excerpt: Over the past 15 years, Russia experienced an increase in childcare enrolment from 55% to 66.2%, reflecting an increase in childcare availability that was rolled out unequally across the Russian regions - the enrolment rate has increased from less than 1% in some regions to almost 35% in other regions. Exploiting a substantial variation in childcare availability across regions over time, this paper uses the Russian Longitudinal Monitoring Survey to evaluate the impact of extending childcare availability on mothers' labour outcomes. I find that an increase in childcare availability has a positive and significant effect on maternal employment both at the intensive and the extensive margins and the effects are higher for partnered mothers. A set of robustness checks confirm the validity of the identification strategy and the results.

The right bank, or west side, of the Dnieper River—which today is located at the heart of the independent state of Ukraine—was one of the Russian empire’s last territorial acquisitions, annexed only in the late eighteenth century. Yet over the course of the long nineteenth century, this newly acquired region nearly a thousand miles from Moscow and St. Petersburg generated a powerful Russian nationalist movement. Claiming to restore the ancient customs of the East Slavs, the southwest’s Russian nationalists sought to empower the ordinary Orthodox residents of the borderlands and to diminish the influence of their non-Orthodox minorities. Right-bank Ukraine would seem unlikely terrain to nourish a Russian nationalist imagination. It was among the empire’s most diverse corners, with few of its residents speaking Russian as their native language or identifying with the culture of the Great Russian interior. Nevertheless, as Hillis shows, by the late nineteenth century, Russian nationalists had established a strong foothold in the southwest’s culture and educated society; in the first decade of the twentieth, they secured a leading role in local mass politics. By 1910, with help from sympathetic officials in St. Petersburg, right-bank activists expanded their sights beyond the borderlands, hoping to spread their nationalizing agenda across the empire. Exploring why and how the empire’s southwestern borderlands produced its most organized and politically successful Russian nationalist movement, Hillis puts forth a bold new interpretation of state-society relations under tsarism as she reconstructs the role that a peripheral region played in attempting to define the essential characteristics of the Russian people and their state.

The parents' point of view is required as part of a complex evaluation of the quality of educational services in order to make an evidence-based educational policy. We emphasize the importance of a preschool educational institution and its complex role in the implementation of the principles of the welfare state: it has not only an educational, but also a social function, providing governmental support to families with children. This statement is discussed in the literature review which emphasizes the importance of full day educational services. These services allow parents of preschool children to exercise their right to work, as well as perform the socializing role of a kindergarten. Qualitative methodology was used in the research. The empirical base of the study is 30 in-depth interviews with mothers as more involved part of parents. The results show that parents understand the service provided by a kindergarten as a complex, aimed primarily at daytime children's education and development in a specifically organized educational space, performed by professional educators. The greatest parental value is children's opportunity to "learn how to communicate", to resolve conflicts and to find compromises, and to relate their behavior with group-mates and peers. The second most important value of education in a kindergarten is the development of life skills, surviving with routines, as well as the associated skill initiative. At the same time, the main professional competence of the educator is seen in their ability to create a positive emotional climate, an atmosphere of openness for the realization of a child's individuality and to create a space for comfortable communication with parents.
