Around half of the world's refugees are children, yet their rights and special supporting and protection needs as children are frequently neglected. The human rights violations that force children to flee from their homes are only a part of the hardships for many child refugees. Even after travelling across an international border to seek refuge, they remain vulnerable to hazardous labour exploitation, denial of education, physical abuse, routine detention, sexual abuse, cross-border attacks, militarization of refugee camps, and recruitment as soldiers. The purpose of this study is to provide an overview of the circumstances of refugee children, the UN-Convention on the Rights of the Child and describe the asylum-juridical contact with refugee children in the Federal Republic of Germany and above all examine, whether and to which extent this contact is contradictory to the central concern of the UN-Convention on the Rights of the Child. B) The circumstances of refugee children Adolescent- and child refugees are differentiated into accompanied and unaccompanied. Accompanied are those who flee with their parents and siblings, members of their family or other important bonding figures and role models. It is assumed that currently around 100,000 unaccompanied minors exist as refugees in Europe. Children and adolescents are the most vulnerable and in need of support and protection. When children are removed from their normal cultural, economical and social environment, it may generate serious psychological problems such as a disruption of the emotional development and a profound sense of disorientation due to loss of role models like parents and relatives. Book excerpt: This volume addresses an issue that was until recently taboo: children fathered by Black American GIs who were stationed in Europe during and after World War II and whose mothers were local citizens. They were born into societies that defined themselves as White and rejected this extremely visible portion of the so-called occupation children. Black and White are in this volume not (only) understood as descriptions of skin color, but above all as social constructs and political categories with racist attributions and effects. The authors of the contributions examine the manner in which these mixed-race children and their mothers were treated by their societies and the respective authorities; they assess the experiences and self-understandings of the individuals affected; they discuss their institutionalization and the strategy practiced by the youth welfare agencies of giving these children up for adoption abroad; and finally they highlight how African American couples in the USA interpreted the adoption of these mixed-race children from Europe as an act of Black resistance against White supremacy.

Practice relating to safeguarding children has developed globally through the process of political globalisation, "connecting large scale societies together in a whole variety of ways, from international political agreements electronic communication technologies and more fluid migration patterns.” (Giddens, 2009:110) Policy development and implementation by Supra-National organisations such as the United Nations are often created as universal ‘blanket policies’, with the aim of promoting equality and social justice for all. For example child protection policy in both countries has been influenced by the United Nations Convention on the Rights of the Child (UNCRC) (1989). However” local policy and practice will nevertheless be influenced by national contexts and ‘mediated by country specific institutional arrangements’ – a process describe(d) as ‘glocalization’.” (Lyons et al 2006:34) Further to this national policy development is often not constrained to its boarders and can influence policy development internationally. “Increasingly, national policies are ‘rarely purely domestic in impact’ but have international implications, either because they impact directly or because of ‘social policy emulation’.” (Healy, 2001 cited in Lyons et al,2006:28) Global communication and the availability of data and research has become instantaneous. International and professional leaders and academics are able to compare and contrast theoretical perspectives, policies and practices and adapt them to fit local contexts.
