Book excerpt: Italy is left out of most contemporary comparative studies of political systems. This omission can be due neither to any intrinsic unimportance of Italy in Europe, nor to the absence of parallel similarities and differ ences - the prerequisites of comparative explanation - between the Italian and other Western political systems. It may be due to the paucity of case studies of Italian politics, upon which comparisons would have to be based. Professor Bucci's book will contribute toward overcoming this scarcity. Not only is Italy under-represented in comparative studies of post war European politics, but there is also a shortage of monographs dealing with particular aspects of Italian politics since the founding of the Republic, especially in English. I hope that Dr. Bucci's work, which is based exclusively upon original Italian sources, signals the beginning of exploration, more systematic than hitherto, of the goldmine for case studies which post-war Italian politics presents to political scientists.

While a number of papers focus primarily on theoretical, methodological issues pertaining to the book’s general theme, the majority of papers focus on either a country or region where a fascist movement or regime flourished between the wars and during the Second World War, and where there was a significant catholic presence in society. The various chapters cover almost the entire European continent – an endeavour that is unprecedented –, and they explore a wide range of relevant contexts and methodologies, thus further contributing to the general development of an interpretive ‘cluster’ model that incorporates a series of investigative matrixes, and that will hopefully inspire future research.

Nel Novecento il problema ha manifestato profili nuovi, conseguenti ai due diversi volti assunti dallo Stato: ideologico nelle grandi dittature, secolarizzato e laico nelle democrazie pluraliste. Il confronto con queste due diverse espressioni ha provocato nell’esperienza giuridica della Chiesa rilevanti modificazioni per la codificazione canonica e la pratica concordataria. In particolare, se il codice canonico del 1917 risulta costruito sul paradigma del rapporto con uno Stato caratterizzato dalle pretese giurisdizionalistiche, la codificazione del 1983 segna l’affronto della Chiesa con il secolarismo e l’insinuante tentazione laicistica, talora ammantata delle vesti della laicità. Quanto ai concordati, si nota una metamorfosi profonda rispetto alla tradizione forgiata dal Concordato napoleonico del 1801. Essa attiene ai soggetti contraenti, ai contenuti delle disposizioni, ai beneficiari di queste. In sostanza questi accordi internazionali tendono a divenire una delle espressioni d’elezione di una Chiesa che rivendica per tutti, e non solo per sé, la libertà religiosa individuale, collettiva, istituzionale e che tende a rivestire a livello planetario il ruolo di “difensore d’ufficio” dell’uomo.
