Book excerpt: This report discusses the pre-appointment hearing of the preferred candidate, Tom Winsor, to the post of Chief Inspector of Constabulary. Pre-appointment hearings are to assess the suitability of the preferred candidate, but that cannot be done effectively in a vacuum and the Committee were disappointed that the Home Secretary initially refused to provide information on the selection process or the shortlist. The Committee recommends that the Government in future provide such information in keeping with the recommendation from the Liaison Committee. The Home Affairs Committee is content for the Home Secretary to proceed with Mr Winsor's appointment. This is considered against the background that his nomination was controversial. If appointed he will be the first Chief Inspector who has never served as a police officer. They urge Mr Winsor to reach out to forces, police officers of all ranks and their representative bodies to build bridges. He must create a strong relationship with forces and with police and crime commissioners. The Home Affairs Committee will take a continued interest in the work of the Chief Inspector and look forward to hearing evidence from him on a regular basis

The book draws on research with girls and social work practitioners in the UK to explore what can happen when separated girls encounter professionals at borders and within care systems. It considers how separated girls adapt to different ideas of what it means to be a girl in destination countries, and how this is affected by their other intersecting identities. The book identifies how girls can feel welcomed, but also how young migrants can be seen in excluding ways. It argues that narratives of the fragile ‘refugee child’ are unhelpful ways to understand individual girls. Using theories and clear language relevant to both academics and practitioners, the author fills a gap in the research on migrant and trafficked young women who frequently represent the minority in care systems globally.

Launched by Her Majesty's Chief Inspector Miriam Rosen, this in-depth analysis provides an insight into the quality of those services for children and learners, what is working well and what needs to improve. The report highlights how an inadequate inspection judgement, whether for a children's home or a school, a college or a nursery, can be an important catalyst for change. For example, the total number of schools in a category of concern - that is judged to be in special measures or being given a notice to improve - reduced from 553 at the end of last year to 451 at the end of August 2011. Over a fifth of schools judged inadequate at their previous inspection were found to be good or better when inspected again this year. In addition, schools are now emerging from special measures faster than the previous year - after an average of 18 months rather than 20. In inspections of local authorities'; children's social care, where Ofsted completed the second full year of unannounced inspection of contact, referral and assessment arrangements, weaknesses identified the previous year had been addressed in the great majority of cases.
