Book excerpt: Congress passed the Toxic Substances Control Act (TSCA) in 1976, authorizing the EPA to obtain info. on the risks of industrial chemicals and to control those that EPA determines pose an unreasonable risk. However, EPA does not have sufficient chemical assessment info. to determine whether it should establish controls to limit public exposure to many chemicals that may pose substantial health risks. There should be statutory changes to provide EPA with authority to obtain health and safety info. from the chemical industry. This testimony addresses EPA's options for: (1) obtaining info. on the risks posed by chemicals to human health and the environ.; (2) controlling these risks; and (3) publicly disclosing info. provided by chemical co. under TSCA.

Book Chemical Regulation Observations on Improving the Toxic Substances Control Act

Download or read book Chemical Regulation Observations on Improving the Toxic Substances Control Act written by John Stephenson and published by DIANE Publishing. This book was released on 2011 with total page 18 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a print on demand edition of a hard to find publication. The EPA is authorized under the Toxic Substances Control Act (TSCA) to obtain information on the risks of chemicals and to control those that it determines to pose an unreasonable risk. EPA also conducts assessments of chemicals under its Integrated Risk Information System (IRIS) program. Nonetheless, EPA does not have sufficient information to determine whether it should establish controls to limit public exposure to many chemicals that may pose substantial health risks. This testimony addresses EPA's implementation of TSCA and IRIS and options for: (1) obtaining more information on chemical risks; (2) controlling these risks; and (3) sharing more of the information collected under TSCA. Book The Toxic Substances Control Act

Download or read book The Toxic Substances Control Act written by Miriam V. Gold and published by OUP USA. This book was released on 2010-08-05 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The growing concern in the United States about the safety of chemicals in our environment makes the Toxic Substances Control Act (TSCA) a timely topic. TSCA is the primary vehicle for enabling the government to review most chemicals, other than foods, drugs, cosmetics and pesticides, before they are introduced into commerce. Last year's dramatic recall of children's toys tainted with lead has increased the calls for thorough information about the chemicals in our environment. In addition, the lightening speed of nanotechnology development threatens to leave regulators with very few tools to address the environmental and toxicological effects of nanomaterials. This book is a unique resource for lawyers and regulatory affairs specialists who need to understand the Toxic Substances Control Act (TSCA), including the surrounding law, regulations and guidances. This volume includes a CD-ROM containing a broad array of resource materials, references to other supporting source materials, and procedures to implement an integrated TSCA compliance plan.

Book Environmental and Health Regulation in the United States and the European Union

Download or read book Environmental and Health Regulation in the United States and the European Union written by M. Smith and published by Springer. This book was released on 2012-03-12 with total page 195 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the first decade of the twenty-first century, the United States increasingly has relaxed its regulatory posture in the face of critical challenges to public health and the environment. This is true for regulation of recycling of end-of-life products, including autos and electronic components; potentially hazardous chemicals; and health claims on food labels. Coincidentally, the European Union has gravitated toward more restrictive regulation in these very same areas. How might we explain these diverging regulatory trajectories of the world s two largest market economies in an era of rising public awareness of dangers to the public and the planet? The explanation derives not from cultural differences in willingness to tolerate risk, but rather from distinctive regulatory tradeoffs - between environment and competitiveness in the United States and environment, competitiveness, and integration in the EU.

Themes across all chapters include the role of rulemaking, negotiation/compromise, partisan polarization, judicial impacts, relations with the White House and Congress, public opinion, interest group pressures, environmental enforcement, environmental justice, risk assessment, and interagency conflict. As no other book on the market currently discusses EPA with this focus or scope, the authors have set out to provide a comprehensive analysis of the agency’s rich 50-year history for academics, students, professional, and the environmental community.
