Dans un espace intelligent, les RCSF sont utilisés puisque les noeuds qui les composent se dissimulent dans l'environnement et consomment très peu d'énergie. Pour l'installation, la maintenance et la gestion des contextes, il est nécessaire de pouvoir reprogrammer un, noeud sans avoir à le redémarrer. Ce projet de recherche vise l'amélioration de la reprogrammation des RCSF en utilisant l'ingénierie logicielle basée sur les composants (ILBC). En utilisant un cadriciel hybride de composants et un format exécutable allégé, les composants dynamiques deviennent utilisables à moindres coûts. Les résultats obtenus lors de ces travaux ont été publiés dans un article de journal. Les travaux de ce projet se divisent en deux volets. Le premier volet est l'optimisation des cadriciels dynamiques de composants. Le problème est que ces derniers demandent trop de ressources et ne sont pas envisageables pour les RCSF. Afin de diminuer la surcharge en taille de l'utilisation de composants dynamiques, un concept de cadriciel hybride de composants' est proposé. Pour valider ce concept, le cadriciel NodeCom est créé et requiert aussi peu de mémoire que Contiki. NodeCom possède un noyau minimal qui est statique alors que les autres composants peuvent être statiques ou dynamiques. Le deuxième volet est l'optimisation de la reprogrammation adaptée aux RCSF avec l'ILBC. C'est en compressant. le format de fichiers exécutable qui contint les composants que la reprogrammation est optimisée. Le chargement dynamique utilisé est accéléré et la consommation énergétique du transfert de composants est diminuée. C'est le format ELF qui est modifié pour partager les composants dynamiques. Pour réduire sa taille, plusieurs sections et symboles peuvent être supprimés en raison des contraintes imposées par l'utilisation de l'ILBC. Puisque les RCSF utilisent majoritairement des microcontrôleurs 8 bits ou 16 bits, les métadonnées 32 bits du format ELF sont converties. La résultante de ces modifications est le format de composants ComELF qui permet d'obtenir des compressions de près de 50 %. À ce format, une description des composants est finalement ajoutée pour permettre une gestion automatique du chargement dynamique.

The Government originally announced proposals for modernising the London Underground network system via Public-Private Partnership (PPP) agreements in 1998. Three contracts were drawn up with: (i) Tube Lines for the maintenance and renewal of the Jubilee, Piccadilly and Northern Lines; (ii) with Metronet Rail BVC for the maintenance and renewal of the Bakerloo, Central, Victoria & Waterloo & City Lines; (iii) with Metronet Rail SSL, responsible for the maintenance and renewal of the "sub-surface lines": the Circle, District, Hammersmith & City, Metropolitan & East London Lines. These PPP Agreements, 30 years in duration, were arrangements to maintain, renew and upgrade parts of London Underground by private sector infrastructure companies (Infracos), whilst London Underground is responsible for services to customers. The PPP Agreements also set out a performance-related incentive and penalty scheme to remunerate the Infracos for the improvements they make to the network. In May 2007, Metronet admitted an overspend of £1 billion and was refused access to loan facilities by the banks. It then made a reference to the PPP Arbiter, which in turn triggered an Extraordinary Review (which occurs when extra costs are incurred above the level allowed for the bid). Metronet put in a bid for £551m but the PPP Arbiter provisionally concluded that a sum of £121m was appropriate. Metronet subsequently went into administration on 18 July 2007. The report sets out a number of conclusions and recommendations, including: contracts that were supposed to deliver 35 station upgrades, in fact delivered only 14, 40% of the requirement; stations that were supposed to cost Metronet SSL £2m, cost £7.5m, with only 65% of schedule track renewal accomplished; the Committee criticises the consequences of the imposition of PPP on Transport for London, as a "lamentable state of affairs", with the future of most of London Underground's upgrade and maintenance work in doubt; the Committee states, that the Government should remember the failure of Metronet before it considers entering similar arrangements; that the Government should publish a candid analysis of the events preceding Metronet's collapse and its consequences; the Committee believe that the PPP model was flawed and probably inferior to traditional public-sector management; that the Government needs to prioritise transparency and clarity to taxpayers and ensure that any future contracts result in clear accountability.

Book excerpt: This book is a collection of overview articles showing how space-based observations, combined with hydrological modeling, have considerably improved our knowledge of the continental water cycle and its sensitivity to climate change. Two main issues are highlighted: (1) the use in combination of space observations for monitoring water storage changes in river basins worldwide, and (2) the use of space data in hydrological modeling either through data assimilation or as external constraints. The water resources aspect is also addressed, as well as the impacts of direct anthropogenic forcing on land hydrology (e.g. ground water depletion, dam building on rivers, crop irrigation, changes in land use and agricultural practices, etc.). Remote sensing observations offer important new information on this important topic as well, which is highly useful for achieving water management objectives.Over the past 15 years, remote sensing techniques have increasingly demonstrated their capability to monitor components of the water balance of large river basins on time scales ranging from months to decades: satellite altimetry routinely monitors water level changes in large rivers, lakes and floodplains. When combined with satellite imagery, this technique can also measure surface water volume variations. Passive and active microwave sensors offer important information on soil moisture (e.g. the SMOS mission) as well as wetlands and snowpack. The GRACE space gravity mission offers, for the first time, the possibility of directly measuring spatio-temporal variations in the total vertically integrated terrestrial water storage. When combined with other space observations (e.g. from satellite altimetry and SMOS) or model estimates of surface waters and soil moisture, space gravity data can effectively measure groundwater storage variations. New satellite missions, planned for the coming years, will complement the constellation of satellites monitoring waters on land.
