Book excerpt: "Despite global progress in understanding the epidemiology of the human immunodeficiency virus (HIV), knowledge about the epidemic in the Middle East and North Africa (MENA) remains limited and subject to much controversy. In the more than 25 years since the discovery of HIV, no scientific study has provided a comprehensive, data-driven synthesis of the spread of HIV/AIDS (acquired immunodeficiency syndrome) in the region. Consequently, the effectiveness of policies, programs, and resources intended to address the spread of HIV/AIDS has been compromised. This report aims to fill the knowledge gap by providing the first-ever comprehensive scientific assessment and data-driven epidemiological synthesis of HIV's spread in MENA. It is based on a literature review and analysis of thousands of largely unrecognized publications, reports, and data sources extracted from scientific literature or collected from sources at the local, national, and regional levels. The resulting collection of data provides a solid foundation on which efforts to stem the spread of HIV/AIDS can be based. 'Characterizing the HIV/AIDS Epidemic in the Middle East and North Africa' will be of particular interest to policy makers, researchers, development practitioners, and specialists in public health and epidemiology."

Book excerpt: Robalino, Jenkins, and El Maroufi develop a model of optimal growth to assess the risks of an HIV/AIDS epidemic and the expected economic impact in nine countries in the Middle East and North Africa region--Algeria, Djibouti, Egypt, Iran, Jordan, Lebanon, Morocco, Tunisia, and Yemen. The model incorporates an HIV/AIDS diffusion component based on two transmission factors--sexual intercourse and exchange of infected needles among intravenous drug users. Given high levels of uncertainty on the model parameters that determine the dynamics of the epidemic and its economic impact, the authors explore large regions of the parameter space. The prevalence rates in year 2015 would be below 1 percent in 16 percent of the cases, while they would be above 3 percent in 50 percent of the cases. On average, GDP losses across countries for 2000-2025 could approximate 35 percent of today's GDP. In all countries it is possible to observe scenarios where losses surpass today's GDP. The authors quantify the impact of expanding condom use and access to clean needles for intravenous drug users. They show that these interventions act as an insurance policy that increases social welfare. They also show that delaying action for five years can cost, on average, the equivalent of six percentage points of today's GDP. This paper--a product of the Human Development Group, Middle East and North Africa Region--is part of a larger effort in the region to raise awareness about the social and economic cost of HIV/AIDS. This title outlines the role of the Bank in confronting the HIV/AIDS epidemic in the region based on a review of needs and gaps at the regional and country level.

Like a national anthem, misogyny in North Africa and the Middle East has acquired a sacred status. It is accepted uncritically and woven effortlessly into daily practices, creating a community of men of different ages, educational levels, and socioeconomic backgrounds who are united in their sense of entitlement to evaluate, scrutinize, deter, question, and expose women. For women, it is as if they are in a state of perpetual war, forever on the verge of being accused of deviating from the norms and being punished. These norms, however, are neither clear nor predictable. This study of misogyny is written against a dominant orthodoxy in Western feminism. Critics are accused of gendered orientalism, savior complexes, and even Islamophobia if they dare to bring up misogyny and gender-based violence in North Africa and the Middle East in contexts other than calling it a Western-created issue. Rather than exaggerate Western agency, this book is invested in making Muslim agency visible. There are narratives of violence and injustice that produce discomfort, anger, and even despair. These stories deserve to be told, and those behind the injustices are entitled to an unfiltered portrayal because the non-West, too, is deserving of unapologetic feminist critique.
