Book excerpt: There has been a significant increase in the use of composite materials on Air Force, and their use is expected to increase futrther as new weapon systems are fielded. Along with the increased use of composites is an increase in composite repair activities in the Air Force. The Structural Maintenance community has expressed concern over inconsistencies in protective equipment requirements from base to base. The Air Force Research Laboratory's Advanced Composites Support Office (ACSO) routinely finds inconsistencies in engineering controls and protective equipment among composite repair facilities throughout the Air Force. As a result of these concerns, the ACSO requested the Industrial Hygiene (IH) Branch of the Institute for ESOH Risk Analysis (IERA) evaluate advanced composite, fiberglass, and aircraft battle damage repair operations in the Air Force and recommend appropriate protective equipment and engineering controls in order to standardiz procedures and reduce worker exposures. The IH Branch was also asked to determine whether the ground crew ensemble and protective mask provide adequate protection when performing ABDR operations during training for nuclear, biological, and chemical (NBC) environments. This technical report summarizes our recommended sampling methodology, data interpretation, ventilation requirements, personal protective equipment, and workplace practices for composite material repair.

Book excerpt: "...This study demonstrated that maximum concentrations of selected contaminants in the overhaul atmosphere exceeded occupational exposure limits and could therefore result in adverse health effects in firefighters without respiratory protection. In a variable number of fires, concentrations of acrolein, CO, formaldehyde, and glutaraldehyde exceeded their respective ceiling values; concentrations of sulfur dioxide exceeded the STEL value; and concentrations of coal tar pitch volatiles (PNAs) exceeded the OSHA PEL, ACGIH TLV, and NIOSH REL. The other POCs sampled occurred at concentrations below published occupational exposure limits. Among fires there was tremendous variation in concentrations of the sampled contaminants. This variation may be explained by the diverse nature of each fire, including contents, number of rooms, commercial building versus residential, etc. However, certain contaminants, such as formaldehyde, were found at elevated concentrations at a majority of fires...".

Composite matrices may be combustible, contributing to the aircraft fuel load and burning hazard. Additionally, fibers released from burning composites may present a respiration hazard to firefighters. Current Navy and military doctrine recognize these hazards; cautionary guidance is provided for composite materials reinforced with carbon/graphite fibers and boron/tungsten fibers. The Naval Air Systems Command (NAVAIR), which provides technical guidance for aircraft fire safety, was concerned that hazards presented by new composite materials and greater quantities of composites may not be adequately addressed in current firefighting and guidance. The objective of this project was to perform a literature search to identify any existing "gaps in knowledge" concerning the role of composite materials in a fire mishap involving an aircraft having composite construction materials. With these "gaps" identified, future actions can be identified, prioritized, and performed.

The objectives of this study were to explore the feasibility of: (1) correlating aircraft accident/incident history data with airfield operations data in order to characterize aircraft fire hazards which exist in aircraft operations on airfields and (2) developing the criteria needed to assign crash fire suppression equipment to airfields in a manner that reflects the level of an aircraft fire hazard which exists at a given airfield and the capability of specific equipment to deal with the hazards that actually exist.
