Book excerpt: Since 1989, the U.S. Bureau of the Census has conducted the biennial Private School Universe Survey (PSS) for the National Center for Education Statistics (NCES). The PSS is designed to generate biennial data on the total number of private schools, students, and teachers, and to build a universe of private schools in the 50 states and the District of Columbia to serve as a sampling frame of private schools for NCES sample surveys. The target population for the PSS is all schools in the 50 states and the District of Columbia that are not supported primarily by public funds, provide classroom instruction for one or more of grades kindergarten through 12 (or comparable ungraded levels), and have one or more teachers. Organizations or institutions that provide support for home schooling, but do not provide classroom instruction, are not included. The 2007-08 PSS data were collected between October 2007 and May 2008. All data are for the 2007-08 school year except the high school graduate data, which are for the 2006-07 school year. Due to first-time inclusion of both traditional and k-terminal schools, estimates in this report are not directly comparable to the estimates in the main tables sections of previous PSS release reports. The tables in this report contain totals and percentages generated from bivariate cross-tabulation procedures. All results are weighted. Comparisons drawn have been tested for statistical significance at the .05 level using Student t statistics. Many of the variables examined are related to one another, and complex interactions and relationships have not been explored. Characteristics such as school size, school level, religious orientation, association membership, geographic region, community type, and program emphasis are reported. Reported findings are descriptive in nature, are not meant to imply causality, and were selected to demonstrate the range of information available from the 2007-08 PSS rather than discuss all of the observed differences, emphasize any particular issue, or make comparisons over time. In the fall of 2007, there were 33,740 private elementary and secondary schools with 5,072,451 students and 456,266 full-time equivalent (FTE) teachers in the United States. Three appendices are included: (1) Glossary; (2) Technical Notes; and (3) Standard Error Tables. (Contains 1 footnote and 31 tables.) SASS is a nationally representative sample survey of public and private K–12 schools, principals, and teachers in the 50 states and the District of Columbia. School districts associated with public schools and library media centers in public schools are also part of SASS. Developed by the National Center for Education Statistics (NCES) of the Institute of Education Sciences within the U.S. Department of Education and conducted by the U.S. Census Bureau, SASS was first conducted in school year 1987–88. Since then, SASS has been conducted six times: in school years 1990–91, 1993–94, 1999–2000, 2003–04, 2007–08, and, most recently, 2011–12.

Since 1989, the U.S. Bureau of the Census has conducted the biennial Private School Universe Survey (PSS) for NCES. The PSS is designed to generate biennial data on the total number of private schools, students, and teachers, and to build a universe of private schools to serve as a sampling frame of private schools for NCES sample surveys. Data came from interviews with administrators, teachers, parents, and students from diverse schools. Chapter 1, "Accountability to Parents," discusses resistance to parents, structural limits to parent accountability, managing participation at parochial schools, lower-income parent participation, cases of formal accountability to parents, and observations about accountability to parents. Chapter 2, "Clarity of Goals and Expectations," discusses the religious character of parochial schools, broader educational goals versus testable outcomes, anchoring expectations in scripture, and clarity of goals. Chapter 3, "Behavioral and Value Objectives," discusses different approaches to discipline and the teaching of ethical and religious values in public and private schools. Chapter 4, "Clear Standards for Teacher Selection and Retention," includes faculty collegiality, hiring standards and teacher quality, formal and informal teacher evaluation, teacher retention and dismissal, and observations on selection and retention. Chapter 5, "Similarity of Curriculum Materials," discusses formal curricular similarities. Chapter 6 discusses "Competitive Improvements." Chapter 7, "Conclusions," suggests that similarities between public and private schools and the problems they face outweigh the differences. Book excerpt: This report is based on the Schools and Staffing Survey (SASS) of 1987-88 and 1990-91 and is designed to provide a broad picture of private schools in the United States. The SASS collects data on only a sample of private schools, but collects a much richer picture of each participating school than does the Private School Universe Survey, a supplement to the Common Core of Data. In 1990-91, the SASS found that there were approximately 24,690 private elementary and secondary schools in the United States, serving an estimated 4,673,878 students in kindergarten through grade 12. This suggests that nearly one-quarter of the schools in the nation are private, and that 1 out of every 10 students are in private schools. Findings from the SASS are presented in sections on: (1) characteristics of private schools as units; (2) characteristics of students; (3) characteristics of teachers and principals; (4) educational goals of teachers and principals, their perceptions of school climate, and rates of graduation and college attendance; and (5) descriptive profiles by religious or other affiliation. Ten figures and 44 figures present survey findings. Two appendixes contain tables of standard errors and technical notes. (Contains 31 references.) (SLD)
